-
PEOPLE OF CONCERN
- Returnees and IDPs: are inevitable part of the community settlement of the country as a whole. They are the key actors in re-integration process of returnees in Afghanistan since 1987. Thus, it is obvious that in the humanitarian and development context, the returnees and IDPs can play their share of role.
- Women: ASLO considers gender mainstreaming at all phases of the program. Inclusion of females as beneficiaries, who are heads of their families and have lost their male household heads, in future interventions are major part of the revision ASLO had on its program priorities and Code of Conduct. However, ASLO foresees potential cultural and traditional sensitivities towards active participation of women to the program activities from the target communities. The measures to mitigate such sensitivities will include a massive awareness raising in the urban and rural communities, engaging leaders, Malik’s, and contextualizing the intervention methods.
- Children: An adequate well-balanced diet is the bedrock of child survival, health and development. Well-nourished children are more likely to be healthy, productive, and ready to learn. Under nutrition, by the same logic, is devastating. It blunts the intellect, saps productivity, and perpetuates poverty. Unfortunately, Afghanistan has one of the world’s highest rates of stunting in children under the age of five 41% . In order to tackle with this problem and help children gain their normal and balanced diet, for the next five years, ASLO will cover under 5 age children for treatment of mal-nutrition.

- Child Protection: ASLO administers two policies i.e. Child Safety Policy, and, Child Protection Policy. The first policy is specifically designed for ASLO programs, staff and all associated parties/partners to avoid any action or task which hurt or produce or create space for child protection concerns, and resulted in violating the rights of children. The second policy is designed to protect the well beings of children from the different abuses, discrimination, inaccessibility, cultural and societal issues, through applying the national and international standards and procedures. This policy is put in practice through executing the strategic goal: Child Education and Protection. Under this goal, ECW is working; under Priority-1 to deliver education services (EiE, CBE, ALE, ECCD), and Priority-2 to ensure protection for the vulnerable children and build Intervention to put in action Child Rights Standards within development and humanitarian programs for effective child protection, development and participation.
- Poor and marginalized people: Poor and marginalized people either from host communities or as returnees and IDPs have rarely been able to convey their messages and take part in development process, while this notion still exists among target communities. ASLO will ensure this issues are addressed and that their share of equal participation to humanitarian, development and peace initiatives are ensured.
- Youth: Some sources show that youth makes a great portion of Afghanistan’s population reaching around 22 percent. This indicates a great human resources potential that can be utilized to boost intervention impacts. ASLO will make sure that the youth potentiality at the ground level is utilized at its highest peak possible.
- People with disabilities: In the communities’ people rarely reckon for disabled people as equal to those who are not disabled. With such a stereotype, people with disabilities have gradually been marginalized. Yet there are myriads of such people who proved that they are not literally dis-abled, but they are differently-abled. ASLO will ensure that throughout its interventions for the next five years, no one is left behind and that special attention to people with disabilities is paid.
- Re-integration of individuals and families newly joining peace process: The notion behind individuals who are currently standing on the opposite side and are claiming themselves to be combatants is that they shall be excluded of all aid, both governmental and international. Though, considering the peace process and new government policy on re-integration of such individuals and their families, ASLO will make sure that the individuals along with their families are received at the community level through a dignified re-integration process and are included within the interventions. This will further prevent these individuals to deviate again due to lack of employment opportunities, social inclusion or a dignified re-integration process. CORE VALUE
- Respect: While working with the target communities, we firmly believe in respecting cultural, racial, religious, ideological diversity and principles of democracy and human rights to be a fundamental for our interventions.
- Gender Equity: At ASLO gender equity is an eminent part at professional work, where it is considered at every phase. We believe that rise of a women is rise of a nation.
- Efficiency & Effectiveness: We believe that efficiency is irrelevant until we work on the right things. At ASLO being busy is never equal to being productive.
- Belief in principles of non-violence: We believe in the equal value of every human being and the importance of valuing opinions of others; we know that change happens through people.
- Leave no one behind: We believe that when everyone is included, everyone wins. We also pay special attention to vulnerable and marginalized groups of the society including disabled as well.
- Integrity: Our team is strongly committed to conduct in a manner consistent with humanitarian principles, cultural values and ensures transparency and accountability. We are honest, ethical and fair in all our activities. We keep our word and deliver our promises.

Though this country has great achievements after 2001 still there is need for doing much more work in areas related to health, education, economic empowerment, infrastructure, and many more. In 2020 Afghanistan’s economy has weakened as the result of the COVID-19 pandemic. At the same time where the beginning of peace talks resulted in bringing hope for Afghan people for a better future, it also caused most local and international investments in Afghanistan to be paused. Afghanistan Social and Legal Organization (ASLO) continues to supports the Afghan people through local programs and projects focused on improving quality health services, education, disaster management, wash and sanitation, Humanitarian aid repatriation affairs Emergency response, , Research, Legal Aid and access to justice, Food security, Child protection, agriculture, livestock, urban, and rural community development In light of 2021-2025 Organization’s Strategic Plan, ASLO through its ten thematic areas, had its best level efforts inserted to empower individuals, communities, and grassroots civil society organizations and promote gender equity by improving development indicators pertaining to quality health services, education, disaster management, wash and sanitation, Humanitarian aid repatriation affairs Emergency response, , Research, Legal Aid and access to justice, Food security, Child protection, agriculture, livestock, urban, and rural community development support to individuals and or families in need. As per the organization’s Strategic Plan 2020-2025, the Agriculture sector focuses on capacity building of farmers, development of irrigation systems, the establishment of greenhouses and farmers’ field schools, natural resource management, and distribution of agriculture inputs to target beneficiaries. In 2021, Agriculture and Livestock sector was engaged in the implementation of 5 agriculture projects with the main outcome of provision of agricultural inputs to beneficiaries. As the agriculture issue is dependent on the climate conditions and rates of precipitation in the country, due to high precipitation agricultural productivity was better in comparison to the previous years. Unfortunately, previous severe drought in the country resulted in lower income for rural households, large internal displacement in the country, negative impact on the water resources and livelihoods conditions, and even continued in 2020. Thus, because of the above-mentioned problems, the poverty rate in the country gradually increased from 59-72%. Throughout 2021, Agriculture and Livestock sector will continue its activities according to aslo's Strategic Plan 2021-2025, focusing on providing technical training; agriculture inputs; improving irrigation systems (establishing irrigation systems & rehabilitation and cleaning of irrigation canals); increasing agricultural productivities; natural source management; nutrient diversity; improving livestock management, and linking producers to market. This sector will continue its work throughout 2021 based on the strategic objectives of the sector. The scope of work for the sector in 2021 will be the formation of institutions including self-help groups, community development councils, cluster community development councils, preparation of community development plans, providing capacity building activities and raising awareness, vocational training, establishing linkages, and facilitating conflict management in targeted provinces. Disaster Management and Repatriation Affairs
Disaster Management and Repatriation Affairs thematic area of the organization has carried an important role in strengthening local communities in terms of resilience and capacity building towards natural and man-made disasters. This thematic area, through various DMRA, focused projects have contributed to solving problems of people affected by natural disasters as well as assisted services for returnees, IDPs, and people adversely affected by the ongoing war in the country. The scope of work for DMRA sector for the year 2021 will be lifesaving emergency assistance to conflict-driven IDPs and natural disaster-affected populations in geographic focus provinces of the country. EDUCATION
The education thematic area of ASLO has the overall responsibility of managing education projects; the sector functions by a team of qualified and experienced education experts, led by an education program manager. The team is well qualified and is an expert in planning, implementing, and following up on education programs. ASLO believes that education is the main factor for the socio-economic development of the country; therefore, education is one of the core strategies in ASLO’s strategic plan. ASLO’s education thematic area has been one of the main contributors of implementing educational national programs in Afghanistan. ASLO was an important partner in implementing the Afghanistan National Education Coalition project, which was an accelerated learning program for boys and girls who were not able to go to schools during the Taliban regime. In total 47,031 students (22,519 boys and 24,512 girls) successfully graduated from the 6th grade, and were eligible to continue their education from 7th grade in formal schools. Building Education Support System for Teachers (BESST) was an important project in ASLO’s educational background. Currently, ASLO is in strategic partnership with Afghanistan National Education Coalition and will contribute the implementation of this initiative in Afghanistan to provide quality, accessible and modern education for Afghan children in Afghanistan. HEALTH & NUTRITION:
ASLO is currently one of the most substantial and valid partners of MoPH , GNI and OCCD for delivering health and nutrition services in Afghanistan. In the year 2021 Health and Nutrition sector will follow the current Strategic Plan 2021-2025 of the organization and will set up all activities accordingly through the implementation of its ongoing projects as well as other relevant projects in the future. AUDITS AND EVALUATIONS
ASLO is accountable to its partners and communities through periodic, annual progress, and financial reports, and regular evaluation of its activities. A computerized Accounting Information System is utilized to facilitate this process. External auditors carry out a general annual audit of ASLO accounts. ASLO also uses an internal audit process for project accounts in accordance with international rules and practices. External evaluators carried out two program evaluations. ASLO is preparing to conduct its annual audit in the year 2021 for the year 2020. The Professional external audit organization, Prime Global Oriental Consultants & Auditors Since 2006-7 https://www.primeglobal.net/firms/oriental-consulting, was contracted to independently carry out this audit. For recruiting annual auditors, ASLO had called for quotations from different worldwide audit companies. The board of directors of ASLO selects the appropriate auditors on basis of their best quotation, organization reputation, and experience. Policies and Procedures
ASLO finds its strength and empowerment in the provision of services to the target communities through the implementation of its policies and procedures set forth for further accountability, transparency, and efficiency of the services being delivered.
