Afghanistan faces one of the world’s most severe electricity access gaps. Nationally, only about 33% of the population has access to power, while rural access remains below 20%.

This affects every part of daily life, from healthcare and education to livelihoods and household safety, especially for women and children who often carry the heaviest burden of energy poverty.

Through the SESEHA project, UNDP has expanded clean energy access across health and education facilities. Solar systems in 106 health facilities and 241 schools now provide reliable power to over 1.87 million people, 61% of whom are women.

These systems generate 4,948 kW, reduce 7,264 tCO₂, save 2.58 million litres of diesel annually and create 3,664 labour days.

In Afghanistan, the energy transition is not only about decarbonization. It is about dignity, livelihoods and survival.

With only 35% of households connected to the grid, and rural women walking miles to collect firewood, access to clean and reliable electricity is essential for health, education, livelihoods and gender equality.

Since 2021, UNDP’s energy initiatives have installed solar PV systems in more than 6,000 facilities, including 5,420+ health centres, 800+ schools and 850+ businesses, bringing reliable electricity to underserved and rural areas.

These interventions have reduced over 33,000 tonnes of CO₂ emissions annually, avoided more than 12 million litres of diesel use per year, and improved healthcare, education and economic stability for millions of people.

What does an energy transition mean for Afghanistan?
 
For millions of families, it means much more than electricity. It means children being able to study after dark, health clinics providing better services, small businesses growing, and households reducing their reliance on wood or charcoal for cooking and heating.
 
Afghanistan imports roughly 80% of its electricity, while only 35–40% of the population has access to grid electricity. UNDP is working with communities and partners to expand access to reliable, clean and affordable energy, especially in underserved and rural areas.

In Sabarabad village, Alishang district of Laghman province, with support from UNDP’s Sustainable Energy Services for Education and Health in Afghanistan (SESEHA) project, the school now has reliable solar power. The system supports better learning for 250 students, including 96 girls, and helps teachers use laptops and digital materials in the classroom.
 
The benefits go beyond education. The school’s lights now shine across the village at night, creating a safer space for families to gather. The solar system also powers a borewell that provides free water to nearby households, while students and community members use the school to charge mobile phones and battery banks.
 
To date, the SESEHA project, generously supported by European donors, is on track to provide renewable energy and energy efficiency solutions to 1,413 public facilities across Afghanistan, including 1,022 educational institutions and 391 health facilities.

With support from UNDP Afghanistan, 5 women’s savings groups were formed, bringing together 80 women who pooled their savings and turned it into opportunity. Together, Fatima’s group launched a tailoring workshop that now produces school uniforms, traditional dresses, and everyday clothing for the local community.
 
Across the village, other connected initiatives are helping families rebuild their lives. Women entrepreneurs received Sharia-compliant loans to open businesses, greenhouses are improving food security and incomes, and flood protection infrastructure is safeguarding nearly 1,000 acres of farmland.
 
Through an area-based approach, UNDP is helping communities move from uncertainty to resilience by connecting livelihoods, local businesses, agriculture, and infrastructure support. Around 146 people now have long-term sustainable jobs in the community, while more than 100 farmers have protected their livelihoods and incomes.
