Job Description:
We are seeking an experienced Program Manager to lead our Program Department. The incumbent will be responsible for preparing technical and commercial proposals for NGOs, managing projects in the tender stage, resolving contractual matters for ongoing projects, and drafting contracts for all subcontractors and vendors. This position is based at our main office in Kabul.

• Bachelor’s degree in field (master’s preferred).
• Minimum of 5 years of relevant experience in business development, proposal writing.
• In-depth knowledge of Tendering Management and proposal writing.
• Excellent written and verbal skills, with the ability to communicate complex issues concisely.
• Excellent written and verbal English language skills.
• Experience in preparing proposals for international NGOs, national NGOs, and UN projects is a must.
• Strong analytical and problem-solving skills.
• Strong organizational, time management, and prioritizing skills, with the ability to handle a complex and varied workload.
• Ability to work under pressure and meet tight deadlines with minimal supervision.
• Job Responsibilities
• Track online/offline bidding opportunities, calls for proposals, and tenders from local and international clients and funding agencies.
• Screen client requirements of available solicitations and tenders, extracting key requirements through reviewing and analyzing bid documents, specifications, drawings, and contract terms & conditions.
• Lead communication with potential funding agencies, review and evaluate their requirements, and incorporate them into the proposal.
• Collect quotations and relevant documents from manufacturers, vendors, and suppliers for targeted tenders and projects.
• Complete pricing (estimation) for all targeted tenders and projects, including direct and indirect costs such as materials, construction works, installations, maintenance, profit, overhead, security, site mobilization/demobilization, etc.
• Prepare technical documents such as project management plans, schedule narratives, QC plans, work methodology, health and safety plans, and risk management plans for targeted tenders and projects.
• Ensure proposals are sent on time and respond to post-bid queries promptly.
• Compile company project experience credentials documents, formatted CVs, capability statements, references, certificates, etc. for bids.
• Attend and participate in client negotiation meetings and prepare minutes accordingly.
• Set up and maintain tender folders, utilizing standard contents from receipt to ex*****on.
• Review all pre- and post-tender client clarifications related to the tender submission.
• Chair all internal tendering progress meetings in accordance with the tendering process.
• Review vendor/subcontractor selection process regarding specifications, pricing, and delivery dates during project ex*****on.
• Final review of tender’s technical, commercial, and contractual qualifications before submission.
• Prepare and finalize Techno-Commercial proposals for targeted projects.
• Prepare and respond to all clarifications made by clients regarding submitted proposals.
• Maintain contractual records and documentation, and control of all contract correspondence, contractual changes, status reports, and other documents for all projects.
• Draft, evaluate, negotiate, and execute Non-Disclosure Agreements, Sales/Purchasing Agreements, Sub-contracts, Consulting Agreements, Joint Ventures, etc.
• Perform any other task assigned by top management.
