PICE UAE is the latest International Chapter formed here in the Middle East and is in line with the Philippine Institute of Civil Engineers aspirations, Code of Ethics & Objectives. CODE OF ETHICS:

Fundamental Principles

Civil engineers uphold and advance the integrity, honor and dignity of the civil engineering profession by:

1. using their knowledge and skill for the enhancement of human welf

are and the environment;

2. being honest and impartial and serving with fidelity the public, their employers/employees and clients;

3. striving to increase the competence and prestige of the civil engineering profession; and

4. Fundamental Canons

1. Civil Engineers shall hold paramount the safety, health and welfare of the public and shall strive to comply with the principles of sustainable development in the performance of their duties.

2. Civil Engineers shall perform services only in areas of their competence.

3. Civil Engineers shall issue public statements only in an objective and truthful manner.

4. Civil Engineers shall act in professional matters for each employer or client as faithful agents or trustees, and shall avoid conflicts of interest.

5. Civil Engineers shall build their professional reputation on the merit of their services and shall not compete unfairly with others.

6. Civil Engineers shall act in such a manner as to uphold and enhance the honor, integrity, and dignity of the civil engineering profession.

7. Civil Engineers shall continue their professional development throughout their careers, and shall provide opportunities for the professional development of those civil engineers under their supervision. Adopted in September 2001 as part of the Manual of Professional Practice for Civil Engineers published by the Philippine Institute of Civil Engineers.

💫 Good day, everyone! We would like to give a spotlight to one of our members who was recently conferred as an ASEAN Chartered Professional Engineer (ACPE) regulated by the Professional Regulation Commission, it allows experienced engineers to practice or find opportunities across different countries with streamlined licensing. A remarkable recognition of his professional excellence and dedication.

‼️ Congratulations to Engineer Raleigh S. Malubay ‼️

Engr. Raleigh S. Malubay is a Professional Civil Engineer with over 20 years of expertise in planning, delay analysis, project management, dispute resolution, and arbitration. He currently serves as Senior Analyst of Project Advisors International. He supports the Expert on forensic delay analyses. He has extensive planning knowledge from project-specific experiences and expertise in utilising programming software.

A member of the Philippine Institute of Civil Engineers (UAE Chapter) and registered in the ASEAN Engineering Registry. He was recognized as one of the Top Filipino Engineers/Architects in the Middle East in 2025.

This is a prestigious credential recognized across the ASEAN region, and it places Engr. Raleigh S. Malubay among a select group of engineers who have met rigorous standards of competence, ethics, and professional practice.

The recognition reflects his extensive experience in planning, delay analysis, and project management, as well as his ongoing commitment to professional development. It's the result of years of hard work, dedication, and a genuine drive to keep growing as a professional.

🗓️ BOD MEETING NO. 11

The Philippine Institute of Civil Engineers – United Arab Emirates held its Board of Directors Meeting No. 11 via Zoom on June 20, 2026.

During the meeting, the Board discussed committee reports and provided updates on ongoing activities and initiatives. Preparations for the upcoming PICE-UAE Midyear Assembly 2026 were also a key agenda item, covering program updates and coordination efforts to ensure a successful event.

The meeting concluded with the Board reaffirming its commitment to effective planning and service for the PICE-UAE community.

‼️ Congratulations to Engineer Ronald D. Catequista ‼️

Engr. Ronald is currently working as a Structural Engineer / BIM Specialist at Windover Construction. He is a Civil and Structural Engineer with 14+ years of international experience delivering innovative, sustainable, and code-compliant solutions in healthcare, hospitality, commercial, industrial, and infrastructure projects in the UAE, KSA, and the Philippines. Recognized for advancing BIM integration, AI-driven permitting automation, and pioneering VR/XR applications in construction. He is Currently the only Filipino in the Windover Construction team for the Abu Dhabi Dept of Mun. & Transport Building Information Modelling/Artificial Intelligence program.

He served as the PICE-UAE 2025 Committee on Corporate Social Responsibility Director, and also the 2024 PICE-UAE Committee on Membership Vice Chairman (Abu Dhabi). He is a Regular member of Association of Structural Engineers (M.ASEP) and an ASEAN Engineer.

💫 Good day everyone! We would like to congratulate one of our members who has been recently conferred as an International Professional Engineer, IntPE which is a prestigious, globally recognized professional title for engineers. Awarded under the International Engineering Alliance, it allows experienced engineers to practice or find opportunities across different countries with streamlined licensing.

‼️Congratulations to Engineer Jason S. Lee‼️

Engr. Jason S. Lee is the current PICE-UAE Chapter President, who also previously served as the 2025 PICE-UAE 2nd Vice President, 2024 PICE-UAE Committee on Membership (COME) Director, and a 2023 PICE-UAE COME Committee Member.

He is currently serving also as the 2nd Vice Chairman of Philippine Professional Organization (PPO-UAE), the 2026 Club Treasurer of PICE-UAE & Fellows Toastmasters Club, and the Current Head of Communications and External Affairs of PICQS-UAEO.

He currently works as a Structural Design Engineer at Extreme Line Engineering Consultancy who handles low-rise to midrise commercial-residential structures. Engr. Jason is an ASEAN Engineer, a Dubai Municipality Certified Engineer, and a proud alumni of Mapua University formerly Mapua Institute of Technology.

He has been a recipient awardee, including:
