NDS2 & Youths: A Strategic Pathway to Vision 2030

What Is NDS2?

Zimbabwe’s National Development Strategy 2 (NDS2) is more than a policy document—it’s a national roadmap guiding us toward Vision 2030, where Zimbabwe becomes an empowered upper-middle-income society. To the youths of Zimbabwe, NDS2 is a call to action, a platform for engagement, and a promise of inclusion.

What Is NDS2?

Launched by His Excellency as the successor to NDS1 and the Transitional Stabilisation Programme (TSP), NDS2 (2021–2025) outlines ten strategic pillars to accelerate development. These include:

Inclusive economic growth and structural transformation
Food security and climate resilience
Human capital development
Science, technology, and innovation
Job creation and youth development
Digital economy and innovation
Good governance and national unity
Each pillar is designed to unlock Zimbabwe’s potential—and youths are central to that mission.

What It Means for Youths

1. Youth Development Is a Core Pillar

NDS2 prioritizes job creation and youth empowerment. This means increased support for youth-led initiatives, vocational training, and platforms that promote youth participation in the economy.

2. Digital Economy & Innovation

Young people are the drivers of digital transformation. NDS2 supports digital literacy, tech entrepreneurship, and innovation hubs—giving youth the tools to compete globally and contribute meaningfully.

3. Human Capital Development

Education, skills training, and leadership development are key. CCoYD’s civic programs align with this pillar, preparing youth for governance, diplomacy, and community leadership.

4. Creative Industry & Culture

NDS2 recognizes the economic power of youth creativity. Whether through arts, media, or cultural expression, young people are encouraged to contribute to national identity and economic growth.

5. Climate Resilience & Environmental Protection

Youth-led environmental campaigns and sustainability projects are supported under NDS2. This pillar encourages young people to take active roles in protecting Zimbabwe’s natural resources.

How Youths Are Involved

Policy Participation: Through chambers like CCoYD, youths engage in civic dialogue and policy feedback.
Entrepreneurship Platforms: Youth-led businesses and cooperatives are promoted under NDS2’s empowerment goals.
Recognition & Leadership: Youths are appointed as Civic Envoys, CYRs, and Summit Hosts to lead development conversations.
Community Projects: Youths drive local development—digital safety, health awareness, and education campaigns.
