SEPA SLAMS GOVT OVER MUTENDERE FLOOD RESPONSE, CALLS FOR RELOCATION

17th|Lusaka|National Observer Media|

SEPA is sounding the alarm after flash floods ravaged Mutendere, affecting 200 households. The organization is urging the government to relocate those living in flood-prone areas, citing climate change as a major factor. "Preparedness is crucial," SEPA emphasizes, questioning why action wasn't taken sooner despite meteorological warnings.

The call comes as Zambia faces increased flooding risks, with the Disaster Management and Mitigation Unit (DMMU) warning of potential flash floods in several provinces. SEPA is pushing for swift action, including provision of relief items like food and bedding to affected communities.

The organization stresses that relocation is key to preventing future disasters. With climate change exacerbating weather patterns, SEPA's warning highlights the need for proactive measures to safeguard vulnerable populations.

FLASH FLOODS HIT MUTENDERE: SEPA CALLS FOR URGENT RELOCATION AND RELIEF

January 17.2026

Chipo Nachibbatu

Save the Environment and People’s Agency, SEPA, has expressed deep concern over the recent flash floods in Mutendere, which have left more than 200 households affected, displacing families and destroying property.

SEPA Chief Executive Officer, Mailes Zulu Muke, warned that residents living in waterlogged and flood-prone areas remain at high risk, particularly as the impacts of climate change continue to intensify.

Mrs. Muke urged the Zambian Government to take immediate action by relocating affected families to safer areas, stressing that allowing people to return to these dangerous zones after the rainy season would only expose them to future disasters.

Mrs Muke said communities living in waterlogged areas are extremely vulnerable to flash floods.

She noted that with climate change worsening, these disasters will become more frequent and more destructive.

She further called on the Disaster Management and Mitigation Unit (DMMU), the private sector, and cooperating partners to act swiftly and provide urgent humanitarian assistance, including food, bedding, and other essential relief supplies, to help affected families recover.

SEPA also criticized the lack of preparedness, noting that meteorological forecasts had already predicted flooding in low-lying areas such as Mutendere.

Mrs Muke emphasized that preparedness is key the government should have relocated these residents long ago, especially after receiving clear meteorological warnings that floods were imminent.

SEPA has consistently advocated for proactive disaster preparedness and climate-resilient planning, urging authorities to prioritize the safety of vulnerable communities as extreme weather events become more common.

The organization has reiterated its commitment to working with stakeholders to promote sustainable environmental management and protect both people and livelihoods from the growing threats posed by climate change.

SEPA CONCERN ABOUT THE MANNER IN WHICH BRIDGES ARE BEING CONSTRUCTED IN THE COUNTRY.

By Ennie Kishiki Mutepuka

Save Environment and People Agency (SEPA), Chief Executive Officer, Mailess Zulu, has expressed concern about the manner in which bridges are being constructed in this country.

Ms. Zulu, said the agency has observed that many bridges built particularly under Zambia National Service and the Constituency Development Fund (CDF), are not climate resilient stating that in some cases, bridges are constructed in a way that allows water to flow over the top, which defeats their purpose and results in a serious waste of public resources.

In a statement issued to YAR FM news, Ms. Zulu, said climate change is a real and growing threat, and it must not be treated as a joke, adding that Zambia needs qualified and competent engineers to design and construct strong, durable bridges that can withstand extreme weather conditions and stand the test of time.

SEPA is, however, very impressed with the government for issuing an ultimatum to the Road Development Agency (RDA) to construct these bridges.

Ms. Zulu, said this directive demonstrates leadership and commitment to addressing the country’s infrastructure challenges further urging the RDA to take this mandate seriously and ensure that all bridges are constructed to high engineering and climate-resilience standards so that they can last for generations.

SEPA CALLS ON THE NEED TO BUILD CLIMATE RESILIENT BRIDGES.

Save Environment and People Agency (SEPA) has expressed concern over the manner in which bridges are being constructed in the country.

The Association has observed that many bridges built, particularly under Zambia National Service and the Constituency Development Fund (CDF) are not climate resilient.

In a statement, the association stated that in some cases, bridges are constructed in a way that allows water to flow over the top, which defeats their purpose and results in a serious waste of public resources.

“Zambia needs qualified and competent engineers to design and construct strong, durable bridges that can withstand extreme weather conditions and stand the test of time,” the statement read.
The Association cited the flash floods in Lundazi as an example of the consequences of poor infrastructure.

SEPA has, however, applauded government for issuing an ultimatum to the Road Development Agency (RDA) to construct these bridges.

The Association has urged the RDA to take this mandate seriously and ensure that all bridges are constructed to high engineering and climate-resilience standards so that they can last for generations.
