Addressing the impacts of pollution and climate change on the rights and welfare of children

In commemoration of World Environment Day, we brought together Civil Society Organizations and children from pollution affected communities on the Copperbelt to strengthen their capacity to hold Government and Businesses accountable towards protecting children from environmental harm. Among the participants were CSOs and children from Chingola, Chambishi, Chibuluma and Mufulira.

Chingola has frequently experienced pollution from the mines leading to contamination of water and soil, Chambishi has experienced one of the most devastating pollution cases which lead to massive loss of biodiversity, water pollution and loss of livelihoods while Chibuluma and Mufulira have continuously suffered from air pollution from sulfur dioxide release.

Zambia being a signatory to the United Nations Convention on the Rights of the Child and the African Charter on the Rights of Welfare of children which have released Resolution 30 and Resolution 18 on children's rights and the environment and further General Comment 26 has a duty to ensure that the country puts in place measures to protect children and businesses also comply to environmental laws and have strict policies to ensure that they cause no harm to children.

With the knowledge gained, it is anticipated that CSOs and children will work together to report climate change and pollution cases through UN mechanisms and the regional bodies.

Care for Nature Zambia is implementing a CSO strengthening program with support from Save the Children Zambia with funding from Swedish International Development Cooperation Agency Sida.

The Triple planetary crises is slowing down progression being made towards advancing children's rights. F4om climate change to pollution and loss of biodiversity children around the world, in Africa and Zambia at large suffer from diseases which would otherwise be prevented due to pollution and climate disasters. From play to rest, heal5h and education, water and sanitation and the right to life, children's rights are immensely affected which is why tomorrow as the World 🌎 celebrates World Environment Day, we are raising awareness on State obligations to protect children from climate change and pollution through UN Resolution 30 and African Committee of Experts on the Rights and Welfare of the Child Resolution 18 on children's rights and the environment which led to adoption of General Comment 26 to ensure states and businesses uphold children's rights!

The Education Amendment Bill of 2026 which will be signed today to promote free education in Zambia is indeed historic as it fulfills Zambia's commitment to ensure children enjoy their fundamental rights to education as enshrined in the United Nations Convention of the Rights of the Child Article 28 and SDG 4.1.

Children's rights to education which is re emphasized in the African Charter on the Rights and Welfare of the Chikd and the Children's Code Act which President Hakainde Hichilema signed into law in 2022 both re echo the Primary education must be compulsory and available free of charge for all children. SDG 4.1 further suggests that States should provide free quality primary education, secondary and early childhood development.

As we celebrate this historic achievement and win for children, our appeal to. GOVERNMENT is to also address barriers that may prevent children from enjoying free education, such as climate change and child labor.

Three occasions this month of June give us an opportunity to call for investment in children so that they can enjoy their right to education.

1. World Environment Day on 5th June 2026 which focuses on climate change and pollution gives us an opportunity to reflect on how pollution, floods, droughts and excess heat may slow down progression being made to advance Children's rights to education. Our appeal to the government is to ensure that National Adaptation Plans consider education and include children in implementing climate action in.line with SDG 13.

2. World Day Against Child Labour, which falls on 12th June gives us an opportunity to align Children's rights and labor laws so that children are protected from economic exploitation in line with Article 32 of the UNCRC

3. Day of the African Child which falls on 16th June gives us an opportunity to reflect on universal access to water and sanitation for all children, without which free education can be disrupted.

4. Government needs to ensure that the right to education is protected by investing in climate resillient infrastructure, climate education, pollution prevention, access to WASH and ensuring communities protect children from Child labor through strict implemention of labor laws.

CSO and Children's Capacity Building Training on Reporting and Monitoring Government’s commitments towards protecting children from climate change and environmental impacts

22nd to 23rd May 2026, Lusaka, Zambia

Care for Nature Zambia under the CSO strengthening program supported by Save the Children Zambia with funding from the Swedish International Development Cooperation Agency Sida conducted a two day training for Civil Society Organizations and members of the Zambia Children’s Climate Council on monitoring and reporting on the the commitments that government has made towards protecting children from climate change and environmental impacts.

During the training, FIAN Zambia made a presentation on UN reporting mechanisms and shared experiences and examples of some of the reports that they have presented as an institution and as a coalition of CSOs.

The training further looked at the guidance for children to integrate climate change and environment in the reporting process to the African Committee of Experts on the Rights and Welfare of the Child and used a case study from Cote de voire to learn how CSO helped children to present a report to the ACERWC for the first time in 2022.

The training which deepened Children's understand of their rights, state obligations and the periodic reporting and review processes ended with an action plan being developed by children who participated in the training both physically and virtually, including developing operational guidelines for the Zambia Children’s Climate Council.

Care for Nature Zambia remains committed to promoting meaningful participation of children in climate change and environmental policy and decision making processes at all levels.

Integrating Child Rights in Zambia's NDC and NAP implementation

Zambia has made commendable progress towards inclusion of Children in the Nationally Determined Contribution 3.0 development process. A number of consultations were conducted countrywide to hear from children. However there is still need to ensure that adaptation, mitigation and other areas of climate action guarantee the protection and enjoyment of children's rights, paying special attention to specific risks and vulnerabilities.

Achieving children's sensitive climate policies requires advocacy and engagement with decision makers, hence Care for Nature Zambia is delighted to be part of stakeholders convened to develop Zambia's NDC Investment Plan aligned with NDC 3.0.

Being part of this significant meeting which was officially opened by the Permanent Secretary under the Ministry of Green Economy and Environment and attend by the Director of Climate Change, NDC country focal point persons, Government Departments, International Organizations and Financial Institutions presents an opportunity to advocate child sensitive sectors under adaptation such as education, Disaster Risk Reduction, Water and Sanitation and Social Protection. The knowledge gained will also be used to strengthen capacity for children through the Zambia Children’s Climate Council to advocate for their needs to be reflected in the NDC.

Promoting Child Participation in NDC and NAP implementation in Zambia

Despite contributing the least to climate change, children and young people bear a disproportionate burden of impacts. Today almost every single child on earth is exposed to at least one climate or environmental hazard, and approximately one billion children live in countries with extremely high climate risk - UNICEF

This vulnerability to climate impacts calls for urgent need to ensure that NDC and NAP are child sensitive. Nationally Determined Contributions (NDCs) are non-binding climate action plans submitted by countries under the 2015 Paris Agreement to reduce greenhouse gas emissions and adapt to climate impacts. These pledges are updated every five years.

Zambia submitted its NDC 3.0 in October 2025 and we are extremely delighted that the process of developing NDC 3.0 was consultative and included children in the consultations. However, as Zambia revises it's NDC implementation plan which shift from NDC 2.0 to NDC 3.0, there is need to increase investment towards child sensitive sectors such as adaptive health, education, nutrition, water, sanitation and hygiene WASH and social protection.

In order to ensure that children's voices are heard, Care for Nature Zambia through the CSO strengthening program supported by Save the Children Zambia with funding from the Swedish International Development Cooperation Agency Sida is promoting children participation in NDC and NAP implementation and monitoring. This ensures that children participate meaningfully and contribute to shaping policies that take into consideration not just their vulnerabilities but their strengths too to drive change.

The Zambia Children's Climate Council once again attended the NDC validation workshop which was hosted by the Global Green Growth Institute-GGGI under the EZ-NDC project funded by European Union and implemented in partnership with the Ministry of Green Economy and Environment. Care for Nature Zambia remains committed to promoting meaningfully participation of children in policy and decision making processes at all levels.

Integrating Climate Change in Adolescent Sexual Reproductive Health and Rights Programming (ASRHR)

12th to 15th May 2026

Adolescents in Zambia continue to face significant barriers in accessing timely non judgemental and comprehensive health services particularly in in areas of sexual reproductive health, mental health and preventing Gender Based Violence, which includes the issue of child marriages.

Climate change further multiplies the risk for sexual reproductive health and rights as it disrupts access to services and increases vulnerability to Gender Based Violence among women and girls.

This week, Care for Nature Zambia was among stakeholders that attended the SMART Advocacy Training on ASRHR conducted by Marie Stopes under the EU funded Equal Chances for Human Development (EC4HD) Project which took place in Mansa from 12th to 15th May 2026.

During the training Care for Nature Zambia Programs team made presentations on how climate change affects effective distribution of ASRHR services and the urgent need to ensure Adolescents themselves take lead in policy and decision-making making in this sector, in line with children's rights to participate in matters that concern them.

Care for Nature Zambia further noted that floods, droughts, and disasters destroy clinics and disrupt supply chains, leaving communities without access to SRH services. Scarcity of resources and displacement frequently trigger increases in sexual violence, exploitation, and child or forced marriages hence the need to integrate climate change in ASRHR programming. As an organization committed to addressing the impacts of climate change on the rights and welfare of children, we are keen to partner with organizations to develop programs that mainstream climate change and Children's rights, whilst at the same time gaining knowledge to integrate cross cutting issues in our programming. Together we can secure the future of every child!
