Environmental health plays a central role in advancing sustainable development in Zambia. As the country continues to grow economically and urbanize rapidlyโ€”especially in cities like Lusaka and Ndolaโ€”the need to protect human health through a clean and safe environment has become more urgent than ever.
Environmental health focuses on the prevention of disease and the promotion of well-being by addressing environmental factors such as water quality, sanitation, waste management, air pollution, and housing conditions. In Zambia, challenges such as inadequate waste disposal systems, poor sanitation in peri-urban areas, and unsafe water sources contribute significantly to communicable diseases like cholera, dysentery, and typhoid. These conditions not only affect public health but also place a strain on the healthcare system and slow down economic productivity.
Sustainable development, on the other hand, seeks to meet the needs of the present without compromising the ability of future generations to meet their own needs. For Zambia, this means balancing economic growth with environmental protection and social well-being. Environmental health is a key pillar in achieving this balance. For instance, proper waste management systems not only reduce disease but also create employment opportunities through recycling and green enterprises. Similarly, investing in clean water and sanitation infrastructure improves quality of life while supporting long-term development goals.
The Zambian government, through policies aligned with the Sustainable Development Goals (SDGs), has made efforts to improve environmental health standards. Environmental health education is an essential foundation for protecting population wellโ€‘being and advancing sustainable development in an era defined by environmental disruption and rapid socioโ€‘economic change. As communities confront the realities of climate variability, urban congestion, industrial pollution, and emerging public health threats, the imperative for a knowledgeable and environmentally conscious society becomes increasingly clear. Environmental health education equips individuals and institutions with the scientific understanding, practical competencies, and ethical orientation required to safeguard both human health and ecological integrity.
This field emphasises the prevention of disease through informed action. It promotes safe water and sanitation practices, effective waste management, food hygiene, vector control, pollution reduction, and responsible resource use. By enabling learners to identify hazards, evaluate risks, and implement evidence based interventions, environmental health education strengthens the capacity of communities to prevent illness before it occurs. It also cultivates a sense of shared responsibility, encouraging active participation in environmental stewardship, policy dialogue, and community resilience initiatives.
Within academic, professional, and community settings, environmental health education integrates environmental science, public health principles, behavioural insights, and systems thinking. It prepares environmental health officers, public health practitioners, and policymakers to design, implement, and evaluate programmes that address contemporary challenges such as chemical exposures, antimicrobial resistance, climateโ€‘related emergencies, and the health impacts of urbanisation. Its interdisciplinary nature ensures that technical solutions are complemented by community engagement and culturally appropriate strategies.
Environmental health education is a strategic investment in human capital, environmental sustainability, and global health security. Under the Public Health Act, Cap 295 of the Laws of Zambia,
๐Ÿ‘‰ Authorised Officers (including Environmental Health Officers) have the right to enter, inspect, examine and enforce public health standards in any premises where conditions may pose a risk to public health.
๐Ÿ“Œ Section 70 & related provisions of the Public Health Act (Cap 295) empower EHOs to:
Enter premises at reasonable times
Inspect sanitation, water supply, waste disposal and housing conditions
Abate nuisances and prevent disease outbreaks
๐Ÿ›๏ธ Additionally, the Local Government Act, No. 2 of 2019 mandates Local Authorities to enforce environmental health and sanitation standards within their jurisdictions.

The Role of Health Inspectors in Occupational Environmental Health
Health Inspectors (Environmental Health Officers / Technicians) play a critical role in preventing and controlling occupational health risks. Their responsibilities include:
Conducting workplace inspections to identify hazards
Enforcing occupational health and safety laws and regulations
Ensuring availability and proper use of personal protective equipment (PPE)
Educating employers and workers on safe work practices
Monitoring environmental exposures such as dust, noise, and chemicals
Promoting regular medical examinations and health surveillance
Investigating workplace accidents and occupational diseases
Advocating for safer working environments, especially in the informal sector

Dust Exposure (Occupational Environmental Health Risk)
Dust exposure is one of the most common occupational environmental health risks, especially in developing countries where many people work in high-risk environments. Dust consists of fine solid particles that become airborne during work activities and are easily inhaled into the lungs.
Common workplaces affected
Mining and quarrying
Construction sites
Agriculture and grain handling
Cement factories
Textile and manufacturing industries
Health challenges associated with dust exposure
Occupational lung diseases such as silicosis, asbestosis, and coal workersโ€™ pneumoconiosis
Chronic respiratory conditions including persistent cough, asthma, and reduced lung capacity
Increased susceptibility to tuberculosis (TB) due to weakened lungs
Eye and skin irritation
Long-term disability and reduced quality of life
Contributing factors
Poor or non-use of respiratory protective equipment (RPE)
Inadequate ventilation in workplaces
Lack of dust suppression methods (e.g. wetting surfaces)
Absence of regular medical examinations and lung function tests
Weak enforcement of occupational health and safety regulations
Role of Health Inspectors
Inspect workplaces to identify dust-generating activities
Ensure provision and correct use of appropriate PPE (masks, respirators)
Enforce dust control measures such as ventilation and wet methods
