Strengthening Zambia’s Crisis Preparedness: Key Insights from the 2025 Diagnostic:

IAZ was privileged to attend the launch of “Zambia: Crisis and Disaster Risk Finance Diagnostic 2025.” The diagnostic was commissioned by the Ministry of Finance and National Planning, with support from the World Bank Group. The report assesses Zambia’s preparedness to respond to disasters such as droughts and floods, and offers recommendations to help the country better prepare for and strengthen its response to crises.

The report was officially launched by the Minister of Finance and National Planning, Hon Dr Situmbeko Musokotwane, on 18th March 2026, a Radisson Blu.

The diagnostic highlights the current disaster‑response landscape in Zambia: “Although financial inclusion is growing, many vulnerable Zambians still depend on government assistance during crises, thus creating a substantial contingent liability for the state…” One of the case studies examined the 2024 drought, which left 6.6 million Zambians in need of emergency assistance. The resulting financial cost run into millions of US dollars and is typically met through national budget reallocations, domestic borrowing, and development (donor) support.

Participants were also informed of the Regional Emergency Preparedness and Access to Inclusive Recovery (REPAIR) program, supported by the World Bank and the Global Shielding Financing Facility, and being implemented by Africa Risk Capacity (ARC) Limited. The program provides participating governments with quick access to liquidity to fund emergency responses. The fund responds to events such as natural disasters and pandemics. The REPAIR program is an important regional response that addresses a number of concerns raised by the diagnostic.

Insurance also has a critical role to play in helping communities cope with disasters, including the weather‑index cover offered under FISP. The report provides recommendations for best practices in agricultural insurance programmes. These include:

1. Regular reviews of major schemes by the insurance regulator, together with other industry experts.
2. Considering a tax waiver for index‑based insurance schemes targeting vulnerable smallholder farmers.
3. Assessing the potential to cover additional risks, such as flooding, pests, and diseases—significant threats beyond drought—in order to provide protection across all regions.
4 Reviewing the underlying assumptions used in designing insurance products to ensure they remain accurate and fit for purpose.

Overall, the diagnostic stands as an important tool for strengthening Zambia’s strategic planning for future crises. Its insights offer a solid foundation for improving disaster preparedness, financial resilience, and coordinated response mechanisms across sectors. To fully realise the benefits of its recommendations, continued dialogue and detailed deliberations among policymakers, industry players and development partners will be essential.
