Members of Parliament have been allowed to visit their constituencies during International Women's Week and National Youth Week celebrations. Parliamentary business will not be conducted this week and will resume on March 17, 2026.

Bloggers of Zambia is participating in the 5th Africa Parliamentary Monitoring Organizations (PEMO) Conference, bringing together civic tech innovators, civil society and parliamentarians from across the continent.
This year’s conference is particularly special as it will feature the launch of the 2024 Open Parliament Index (OPI), a tool for assessing how African parliaments are performing on openness, transparency, accountability and citizen engagement.
Bloggers of Zambia continues to champion open governance and digital civic participation through our Open Parliament Zambia platform ( ), ensuring that citizens have the tools and information they need to engage meaningfully with the National Assembly of Zambia. We are looking forwars to the lainch of the OPI and rating of our parliament in terms of opennes, transparency, accountability and access.
I will continue to share insights, highlights and updates as we join voices and actors across Africa to expand the democratic space and strengthen parliamentary accountability.

275. Mr C Mpundu (Chembe) - to ask the Minister of Energy:

(a) why health facilities in Chembe Parliamentary Constituency are subjected to loadshedding by Zesco Limited despite the Presidential directive not to loadshedd health facilities; and

(b) what urgent measures are being taken to ensure that the health facilities are not load shedded in order to prevent loss of life.

276. Mr Mtayachalo (Chama North) - to ask the Minister of Education:

(a) why local applicants in each district were not prioritised during the 2025 Teacher Recruitment Exercise;

(b) why the exercise was not decentralised to each district; and

(c) whether local applicants in each district who were left out will be prioritised during the teacher replacement exercise.

The Plant Health Bill which is at Committee stage will come up for deliberation during the current sitting of the House in parliament.

The objects of this Bill are to— protect plant resources; provide the functions of the Plant Quarantine and Phytosanitary Service Department; provide for the registration of pest controllers and plant related structures;regulate imports and exports to prevent the introduction or spread of a pest; give effect to the International Plant Protection Convention established in 1952; and repeal the Plant Pests and Diseases Act, 1958.
