"..The role of an MP is closely related to the Legislature (See Article 63 of the Constitution, it describes functions of Parliament, where your MP is a member, that is why they are called Member of Parliament). An MP does not control RDA or Ministry of Infrastructure in the capacity of an MP. Road development is under the Executive.
The Executive is headed by the President (see Article 91 and 92 of the Constitution) . The President appoints Ministers as Members of Cabinet to drive Executive policy and perform Executive functions (See Article 113 and Article 116 of the Constitution). In terms of Infrastructure, the President appointed Hon Milupi for that role. Hon Milupi has Permanent Secretaries who handle the day to day operations of Infrastructure in the country and have various directorates who implement policy, plans and budget on various issues (See Article 114 on functions of Ministers and by extension the Ministries they lead) . The Road Development Agency and the National Road Fund Agency have the Ministry of Infrastructure as their line Ministry which they liase with on road projects. (See the Annex in the Constitution after Article 275, part A lists Exclusive Functions of the Executive and number 18 is Public Roads.)
The National Assembly or its MPs only participate in holding the Executive accountable or interrogating monies that the Executive proposes to raise or spend, interrogating how they intend to raise it or spend it. If the Executive does not want to do a road in your community or district, that road will not be done no matter how many loud or intelligent MPs you have. That is why despite the many years, the Katunda-Lukulu road still remains in it's state, the Kazungula Sesheke Road remains in that state. It is not the MP, it is Executive decisions and priorities.
Let's not fool citizens capitalising on their ignorance on the role of their MPs.
Lets put an end to the fooling of citizens and using their ignorance for misinformation. We are tired of this kind of political governance in Zambia, let's do better.
