Last Friday, School-to-School Zambia conducted its quarterly National Steering Committee Meeting under the RISE project.

In July, the Realising Inclusive and Safe Education (RISE) held a series of Civic and Traditional Leaders' meetings across six communities in Chibombo District, Central Province.
The meetings brought together 67 civic and traditional leaders, including Ward Development Committee chairpersons and secretaries, senior headmen, village headmen, and community representatives from the Chitanda and Mungule chiefdoms.
Discussions included RISE project highlights and Year 3 planned activities in Chibombo, safeguarding standards, and ward-level mapping to guide the identification and screening of community champion candidates in Chibombo. community engagement is an important aspect of the RISE project to ensure community participation, continued engagement and continuity

𝑺𝒕𝒓𝒆𝒏𝒈𝒕𝒉𝒆𝒏𝒊𝒏𝒈 𝑺𝒖𝒑𝒑𝒐𝒓𝒕 𝒇𝒐𝒓 𝑪𝒉𝒊𝒍𝒅𝒓𝒆𝒏 𝒘𝒊𝒕𝒉 𝑫𝒊𝒔𝒂𝒃𝒊𝒍𝒊𝒕𝒊𝒆𝒔 𝒕𝒉𝒓𝒐𝒖𝒈𝒉 𝑺𝒄𝒉𝒐𝒐𝒍 𝑰𝒏𝒄𝒍𝒖𝒔𝒊𝒐𝒏 𝑻𝒆𝒂𝒎𝒔
Mine Primary School, a public school in Kabwe District, Central Province, offers Early Childhood Education (ECE) and primary education through grade seven, alongside adult education and a Special Educational Needs (SEN) unit. The school has 22 teachers and 721 learners enrolled, 356 girls and 365 boys.

The School Inclusion Team (SIT), established in 2025 following the RISE Teacher Training one, is central to inclusive education at Mine Primary. It supports learner identification, referral, follow-up, and classroom inclusion planning, guided by a workplan covering identification, referral, classroom support, parent engagement, and follow-up. The School Inclusive Education Coordinator (SIECO) works closely with teachers, parents, and district officials, using screening data to inform classroom accommodations and individualised support. One of the SIT's first actions, community sensitisation, quickly led to the identification of children with disabilities who needed support.

The team's impact is best captured in the story of two brothers. The older boy had been placed in the Special Unit because of a physical disability. After his teacher screened him and the SIT carried out an assessment, the team determined he could learn in a mainstream classroom and supported his transition, monitoring his progress along the way.

The Realising Inclusive and Safe Education (RISE) project is working to ensure that children with disabilities, particularly girls, can access safe, inclusive and quality education. Baseline studies conducted in Rwanda, Malawi and Zambia provide an important snapshot of the realities facing children with disabilities before project interventions are fully implemented. Together, the findings highlight both encouraging progress and significant challenges that continue to exclude many children from education.

A total of 396 personal assistive devices were procured and provided to learners with disabilities representing 158% of the RISE Year 2 target. These devices play a critical role in reducing barriers to learning by enabling learners to safely navigate their environment, participate more fully in school activities, and learn more independently.

Foundations of inclusive education, screening, inclusive education pedagogy, individualised education plans (IEPs), leadership for inclusion.
4. Community Engagement
Community Champions, CWACs, parent support groups, stigma reduction, accessible infrastructure.
5. Governance and Monitoring
National Steering & Provincial Implementation Committees, routine school monitoring.

Why these five areas?
Disability inclusion only works when schools, health, communities and governance move together. Each area reinforces the others.
Strong screening means little without teachers ready to teach, devices to use, and families that send their child to school.

In Year 2, the Ministry of Education screening tool was successfully deployed across all schools in Kabwe, becoming part of regular school screening activities. Learner screening enables children with disabilities and other additional learning needs to be identified as early as possible, allowing them to receive timely and appropriate educational support, referrals, and assistive devices. Early identification is critical, the earlier a learner's needs are recognised, the sooner interventions can be put in place to ensure presence, participation, achievement and support.
