The Scottish Government RISE learning event held on 27 May 2026 in Zambia marked an important moment for reflection, collaboration, and shared learning in advancing inclusive education. The high-level engagement focused on strengthening partnerships and aligning efforts to ensure that children with disabilities, especially girls have access to safe, inclusive, and quality education. The event provided a platform for RISE consortium partners and project stakeholders to exchange insights, highlight progress, and reaffirm our collective commitment to scaling impact.

The Scottish Government RISE learning visit to Zambia this week marks an important moment for reflection, collaboration, and shared learning in advancing inclusive education. The visit will begin in Lusaka with a high-level engagement focused on strengthening partnerships and aligning efforts to ensure that children with disabilities, especially girls have access to safe, inclusive, and quality education. This engagement will provide a platform for RISE consortium partners and project stakeholders to exchange insights, highlight progress, and reaffirm our collective commitment to scaling impact.

The RISE National Steering Committee convened its fourth and final quarterly meeting for Year Two in March 2026, bringing together representatives from key government ministries and partner organisations.
The committee reflected on the projectโ€™s achievements over the past year, discussed implementation progress, and reviewed planned activities for Year Three. With a continued focus on collaboration and impact, members reaffirmed their commitment to strengthening inclusive education outcomes across the country.
The meeting was officially opened by the Directorate of Teacher Education and Specialised Services (TESS) at the Ministry of Education, represented by Mr. Mwiya, who delivered opening remarks.

The RISE Baseline Evaluation, conducted in 2025, provides critical insight into the state of inclusive education in RISE project districts. Conducted in Kabwe and Chibombo districts, the baseline establishes a critical reference point to guide the next phases of RISE implementation in Zambia. It captures the voices of children with disabilities, parents, teachers, school leaders, and government officials, highlighting both progress made and gaps that must urgently be addressed.
The baseline makes clear that inclusive education in Zambia is both possible and achievable, but it requires targeted investment and coordinated action. The RISE project is responding to these findings by prioritising teacher training in inclusive pedagogy, strengthening screening and referral systems, improving access to assistive devices, and reinforcing safeguarding and antiโ€‘bullying mechanisms...

Education is a gateway to opportunity for every learner. Yet, too many children still face barriers that prevent them from fully participating in school.
Through the RISE project, School-to-School Zambia is currently conducting teacher training in Chibombo District. This training equips Early Childhood Education (ECE) and primary school teachers with the knowledge, skills, and strategies needed to create inclusive learning environments. It introduces teachers to the fundamental principles of inclusive education, with a strong emphasis on recognising and responding to diverse learning styles.
Inclusive education goes beyond simply placing children with disabilities in mainstream classrooms. It is about transforming the way teaching, assessment, and support are provided so that all learners, regardless of ability, background, or needs, have equal access to quality education.
During the training, teachers are also guided on how to establish School Inclusion Teams and understand their vital role in building inclusive schools. In addition, the training promotes a shift from traditional assessment models to more inclusive approaches, ensuring that screening and evaluation practices support learners rather than exclude them.

The Realising Inclusive and Safe Education (RISE) project has continued to transform the learning experiences of learners with disabilities in Central Province. At Kasanda Malombe Primary School in Kabwe District, one learnerโ€™s journey highlights the profound difference that targeted support can make.
Jacob, a Grade 7 learner with a physical disability, spent years navigating school with a makeshift, worn-out wheelchair that was unstable, unsafe and difficult to maneuver.
