𝐏𝐫𝐨𝐯𝐢𝐧𝐜𝐢𝐚𝐥 𝐈𝐦𝐩𝐥𝐞𝐦𝐞𝐧𝐭𝐚𝐭𝐢𝐨𝐧 𝐂𝐨𝐦𝐦𝐢𝐭𝐭𝐞𝐞 𝐌𝐞𝐞𝐭𝐢𝐧𝐠 𝐇𝐢𝐠𝐡𝐥𝐢𝐠𝐡𝐭𝐬
The first Provincial Implementation Committee (PIC) meeting for Year 3 brought together government ministries, organisations of persons with disabilities, and key stakeholders to review Quarter 1 progress and chart the path ahead in Kabwe and Chibombo.

The PIC provides technical support and ensures alignment of project activities with government priorities.
Key commitments:
- Strengthening community mobilisation to boost assessment confirmation rates
- Enhancing referral & outreach services through Mwachisompola Level 1 Hospital
- Expanding disability registration & resource mapping
- Reinforcing engagement with traditional, civic, and community leaders
As we move into Quarter 2 of Year 3, these agreed priorities give us a clear roadmap to accelerate implementation, strengthen cross-sector coordination, and tackle the barriers identified in Q1.

With continued collaboration, evidence-based decision-making, and strong government leadership, we're ensuring every child, especially children with disabilities have equitable access to quality, inclusive education.

In consultation with the Ministry of Community Development and Social Services and the Ward Development Committees, community champions and community welfare assistant committees were trained in referral pathways to available services and safeguarding. Community champions were introduced to CWACs from their wards to support coordination and referrals.

A total of 396 personal assistive devices were procured and provided to learners with disabilities representing 158% of the RISE Year 2 target. These devices play a critical role in reducing barriers to learning by enabling learners to safely navigate their environment, participate more fully in school activities, and learn more independently.

The field visit showcased how coordinated efforts are driving meaningful change for learners and their communities.

Recently, during the RISE screening and assessment exercise across Kabwe, 120 learners were referred to the Kabwe Central Hospital’s Centre for Assessment and Assistive Devices for further medical evaluation. Of these, 107 learners from 27 schools were diagnosed with refractive errors and recommended for spectacles.

RISE purchased spectacles for all the learners recommended and worked closely with the District Education Office to ensure that all recommended learners received their spectacles at their respective schools. Learners were oriented on correct usage and care, helping them understand how the devices would improve their classroom participation and overall learning.

Led by STS Zambia in Central Province, the RISE project focuses on co-designing solutions with communities and government partners; identifying and supporting learners with disabilities through assistive devices and service referrals; strengthening teacher and school leader capacity in inclusive education; engaging parents, school governance bodies, and education authorities; and working with Zambia’s Ministry of Education to advance gender and inclusion within national education standards.

The The Scottish Government RISE Learning Event held on 27 May 2026 in Lusaka brought together government, cooperating partners, organisations for persons with disabilities and education stakeholders to reflect on progress and strengthen collaboration toward equitable learning for all.
The day opened with remarks from the Ministry of Education, the Scottish Government, Oxfam, and School-to-School Zambia, setting the tone for a shared commitment to advancing inclusive education.
In the opening remarks by the Permanent Secretary, delivered by the Assistant Director for Specialised Services, Dr. Mwamba, the Ministry of Education- Zambia highlighted how RISE is improving access to safe, quality education for children with disabilities. The Ministry also expressed sincere appreciation for the Scottish Government’s investment, noting it as a strong demonstration of commitment to ensuring that every learner has the opportunity to thrive.
Discussions highlighted the current landscape of inclusive education in Zambia, identifying both progress and persistent gaps in ensuring that all learners, especially children with disabilities and girls can access, participate in, and complete their education.
Through dynamic parallel sessions, participants explored key themes such as screening, assessment and identification of learners, community engagement and safeguarding, and practical strategies to increase girls’ retention and participation in education.
The afternoon sessions focused on strengthening education systems, sharing cross-country experiences from Zambia, Malawi and Rwanda, and identifying actionable steps to make schools more inclusive.
The event concluded with a collective reflection on lessons learned and a forward-looking action session, reinforcing a shared commitment to translate dialogue into tangible change for inclusive, equitable education systems.
