PRESS STATEMENT

The Council of NGOs in Zambia – Northern Province wishes to condemn, in the strongest terms possible, the barbaric, unlawful, and unacceptable harassment that was recently perpetrated against PF faction Honourable Given Lubinda. Such acts of intimidation and violence have no place in a democratic society that upholds the rule of law, dignity of persons, and respect for human rights.

We are deeply concerned that political differences are increasingly being expressed through confrontational and criminal behaviour rather than through peaceful dialogue and lawful processes. The attack on Honourable Lubinda is not only an affront to his personal rights and safety, but also an attack on the values of democracy and freedom of expression that all Zambians must protect.

We therefore call upon law enforcement agencies to act swiftly and decisively to ensure that the perpetrators of this shameful conduct are identified and brought to justice. No individual, regardless of political affiliation, should ever be subjected to such degrading and violent behaviour.

We further urge political actors, supporters, and members of the public to exercise restraint, respect divergent views, and uphold peace at all times. Zambia’s proud record of unity and stability must not be undermined by acts of lawlessness and intolerance.

The Northern Province Council of NGOs stands with all those who seek a peaceful, just, and democratic Zambia, where leaders and citizens alike can freely participate in national affairs without fear of intimidation.

Council of NGOs in Northern Province Condemns the Unruly and Criminal Behavior of Youths in Chingola

The Council of Non-Governmental Organisations (NGOs) in Zambia – Northern Province – strongly condemns in the strongest terms the recent unruly and criminal conduct exhibited by some youths in Chingola.

Such behavior is not only shameful and unacceptable but also contrary to the values of peace, unity, and respect that define us as Zambians. The actions witnessed undermine social order and bring disrepute to the youth who should instead be champions of positive change, innovation, and national development.

The Council reminds all young people that grievances, however genuine, must be expressed through lawful and peaceful means. Violence, destruction of property, and lawlessness have no place in a democratic society.

We urge community leaders, parents, and youth organizations to take a proactive role in guiding and mentoring young people towards responsible citizenship and productive engagement. The Council further calls upon law enforcement agencies to ensure that justice prevails while upholding human rights and the rule of law.

The Council of NGOs in Northern Province stands ready to work with government institutions, civil society, and community structures to promote peacebuilding, youth empowerment, and moral integrity among our young citizens.

Statement on CDF Management and Utilization

As Northern Province NGO Forum, we are deeply concerned about the persistent challenges surrounding the management and utilization of the Constituency Development Fund (CDF) by local authorities. A critical issue that continues to undermine the effectiveness of the CDF is the lack of concrete accountability measures for both local authorities and contractors tasked with implementing community projects.

In many instances, contractors receive initial payments and subsequently abandon the projects, leaving behind incomplete infrastructure that fails to serve the intended communities. This not only represents a waste of public resources but also erodes public trust in development efforts.

Worse still, the re-awarding and completion of abandoned projects have increasingly become a loophole for corruption, as the process often lacks transparency and oversight. This vicious cycle stalls development, increases costs, and allows unscrupulous actors to exploit the system at the expense of community welfare.

We call for the urgent establishment and enforcement of clear contractual obligations, penalties for non-performance, and stronger monitoring mechanisms. Only through accountable and transparent practices can we ensure that CDF fulfills its mandate to bring tangible development to our communities.
