Description

The Southern African Centre for the Constructive Resolution of Disputes (SACCORD) is a Zambian based NGO that was formed in 1999 and officially registered in 2000 under the laws of Zambia. Since its inception in 1999, the Southern African Centre for the Constructive Resolution of Disputes (SACCORD) has been instrumental in the promotion of peace, democracy and development through its various interventions within the areas of human rights, conflict resolution, decentralization and promotion of free and fair elections. SACCORD has in the recent past added a component of security sector governance in our programming and we hope to be a leading organisation in this sector across the SADC region.

In January 2025, the Southern African Centre for the Constructive Resolution of Disputes (SACCORD) in Partnership with DCAF-Geneva Centre for Security Sector Governance, as long-standing partners, launched a joint implementation of a 36-month project, Strengthening the Accountability of the Zambia Police Service and Ensuring Effective Security During Elections and Beyond. Funded by the Swedish International Development Agency (SIDA), this project aims to support the reform of the Zambia Police Service (ZPS).
The project’s overarching goal is to ensure that the ZPS becomes more accountable, effective, and aligned with human rights and democratic standards—crucial for maintaining peace and stability in the run-up to the 2026 general elections and beyond—while also promoting a people-centred policing model to strengthen trust between the police and the communities they serve.

Position overview

To support implementation of the above Project, SACCORD is seeking services of a qualified and experienced individual to join our team in the capacity of Programme Manager. The successful candidate will be responsible for day to day implementation of the project as defined in the responsibility section below and shall work under the supervision of the SACCORD Executive Director in Coordination with the Senior Police Advisor. Outlined below is a summary of key areas of responsibility

Responsibilities

Working under the overall supervision of the Executive Director of SACCORD in coordination with the Senior Police Adviser , the Programme Manager shall be responsible for the following duties:
• Support the implementation of the overall programme, providing substantive expertise and advise and contributing to the development and management of the programme workplan.
• Lead on the design and implementation of the programme as pertaining to accountability and oversight of the Zambia Police Service. Notably,
 Manage the organization and coordination of all project activities involving external oversight actors.
 In collaboration with national partners, design, deliver and follow up on specific activities, including the delivery of trainings and facilitation of workshops and high-level events.
 Prepare concept notes, Terms of References, activity budget, agendas, documentation, and presentations for project activities.
 Liaise with partner stakeholders, including civil society, media, academia, oversights actors and, whenever required, the Zambia Police Services.
 Support identification and contractualization of experts
 Prepare activity reports and financial reports.

• Lead on all monitoring, evaluation, accountability, and learning (MEAL) efforts across the programme. Notably:
 Ensure continued collection and analyses of data data and feedback from project activities to support evaluation processes across all project pillars.
 Ensure regular update of the monitoring and evaluation plan.
 Support internal or independent evaluations, project adjustment and iteration.
• Build and maintain relationships with relevant stakeholders.
• Contribute to the drafting of internal monthly reports, activity reports, donor reports and financial reports or other project reporting.
• With the support of the Project Officer responsible for MEAL, monitor and evaluate project implementation, including data collection,
• Supervise junior or administrative staff assigned to the project as required.

Qualifications:

The preffered candidate will have the following requirements;
• A bachelor's degree in Development studies, law, Peace and Security, Political Science, or a related field. A Master's degree will be an added advantage.
• Minimum of 5 years of experience working in a national or international non-governantal organization, regional or international organization, on managing projects , preferably in the field of human rights, development work, project monitoring and evaluation or security sector governance.
• Demonstrate experience in governance related issues, sufficient substantive knowledge of police oversight and accountability
• Proven track record of successfully managing complex projects, including budget management and stakeholder engagement.
• Excellent communication and interpersonal skills.
• Ability to work independently and as part of a team.
• Strong organizational and time management skills.
• Proficiency in English.

This initiative scales up previous engagements into a holistic reform process, strengthening , management, and of the police service.

The project will focus on:

The successful candidate will be responsible for managing the financial operations of the organization, ensuring accuracy and compliance with financial regulations of SACCORD and the Donor.The Finance Officer will provide SACCORD with appropriate finance management support to effectively implement project activities, as outlined below.

Summary of key areas of responsibility:

Duties:

Support all procurement processes for SACCORD, ensuring that donor and organisation’s policies are adhered to;

Prepare payments within the allowable guidelines and ensure that all financial records including payment vouchers, Invoices, quotations and receipts are kept safe;

Prepare monthly bank reconciliations, ledgers and cashbooks as required by SACCORD;Timely preparation of financial statements, reports, and forecasts as prescribed by the donor;

Develop, monitor, and manage budgets to ensure efficiency and effective project implementation;

Ensure compliance with financial regulations and standards, including tax laws and auditing requirements;
