A Special Meeting at Dusk
Just when the day was wrapping up, and upon recommendation by the Zambia Humanitarian Actors Platform (ZHAP), NOCAD hosted a high-level delegation from the Ministry of Green Economy, GIZ-Zambia⁠, GIZ-Germany⁠, and Action Against Hunger⁠ to interrogate possible solutions aimed at mitigating climate-induced challenges, especially in areas where loss and damage have become more pronounced.
Among the key issues and interventions discussed were:
Rehabilitation of water sources
Crop insurance initiatives
Livestock insurance mechanisms
Creation of dams
Rainwater harvesting initiatives
Other resilience-building interventions for vulnerable communities
The engagement reflected a shared commitment towards finding sustainable and practical solutions for communities heavily affected by climate change.
Just like the visiting delegation, the NOCAD team expressed excitement and appreciation for being part of a development process that seeks to alleviate the challenges faced mainly by rural communities, while strengthening resilience and improving livelihoods.

The Rock Has Cracked!
What once stood as a barrier to development around a vital water source has finally given way to progress.
Today, the Chiefs Representative, the District Commissioner, the Council Chairperson, the Executive Director of NOCAD, and other team members paid a united visit to the isolated Chikolonto Community of Gwembe District with one clear message — development must move forward for the benefit of all.
Speaking firmly during the meeting, the Chiefs Representative implored the community to embrace development initiatives coming from all stakeholders, including NOCAD, and warned that anyone showing unnecessary rigidity against community progress would be reported to his office for possible disciplinary actions.
By the close of the engagement, the “rock” that had stalled this important development was finally cracked, paving the way for works to progress smoothly.
This marks a strong step toward improved access to water and community transformation through unity, dialogue, and collective responsibility.

POSITION: OPERATIONS OFFICER
INTRODUCTION TO THE NOCAD MONZE OFFICE:
Founded in 1998, NOCAD is a local non-profit development and humanitarian NGO that has managed and implemented projects across Monze, Pemba Namwala, and Gwembe in Zambia’s Southern province. With broad multisectoral expertise, we have delivered projects aligned with our four strategic areas: Agriculture and Climate, Health & WASH, Education and Empowerment, and Emergency Preparedness Response. NOCAD remains dedicated to supporting rural, low-income communities throughout Zambia, striving to make a meaningful impact.
In addition to our development initiatives, we are expanding our work to include humanitarian efforts, focusing on Emergency Preparedness and Response (EPR).
INFORMATION ABOUT THE POSITION:
The Operations Officer supports effective program delivery by managing day-to-day operational, administrative, and procurement functions. The role ensures efficient office operations, transparent and compliant procurement processes, and effective use of resources, while maintaining accountability to donors, beneficiaries, and organizational policies.
KEY ROLES AND RESPONSIBILITIES :
Human Resources (HR) Management
Coordinate recruitment processes (job postings, shortlisting, interviews, onboarding).
Maintain employee records and HR database (contracts, leave, attendance).
Administer payroll inputs (timesheets, leave records, allowances).
Support staff performance management processes (appraisals, reviews).
Ensure compliance with local labor laws and organizational HR policies.
Handle staff welfare issues and facilitate training and capacity-building activities.
Operations & Administration
Coordinate daily operational activities to support program implementation.
Ensure efficient office operations, including logistics, transport, facilities, and travel arrangements.
Provide administrative and logistical support to field teams.
Maintain accurate records, filing systems, and operational documentation.
Support budget tracking and cost control for operational activities.
Ensure compliance with organizational policies and donor requirements.
Support internal and external audits by maintaining proper documentation.
Procurement & Supply Chain Management
Implement procurement processes in line with organizational policies and donor regulations.
Develop procurement plans in collaboration with program teams.
Source, prequalify, and manage suppliers through fair, transparent, and competitive processes.
Manage RFQs, RFPs, tenders, bid evaluations, purchase orders, and contracts.
Ensure value for money and cost efficiency in all procurement activities.
Track deliveries and ensure quality and timely receipt of goods and services.
Maintain supplier databases, inventory, assets, and stock records.
Compliance & Accountability
Ensure all operations and procurement activities comply with donor rules and organizational policies.
Promote transparency, accountability, and ethical practices.
Identify, monitor, and report operational and procurement risks.
Support audit processes and address audit findings as required.
REQUIRED SKILLS AND EXPERIENCE:
•Minimum Certificate or Diploma in Business Administration, CIPS, Business Management
•At least one year of work experience in procurement, office administration, and human resources within an NGO is required.
•Fluent in English, Tonga and Nyanja
•Proficeient in the use of computers; preferably Microsoft Office package
•Understanding NGO policies
•Able to engage with Stakeholders

Supported by NCA-DCA through the JCP Zambia country office, the team is verifying existing water sources to assess their viability for future improvement and sustainable access. This effort is a critical step toward strengthening community resilience, improving livelihoods, and ensuring that no one is left behind in accessing safe and reliable water.

A Story of Change – Shelter Sianchuli
My name is Shelter Sianchuli, from Syamuluwa Village under Chief Chipepo in Gwembe District. For the past years, I have been a member of a village savings group. However, despite my commitment, my business struggled to grow due to the limited amount of money I could borrow, as our group had very little capital.
My story began to change when NOCAD supported our group with seed capital. This support increased the amount we could borrow, and I was finally able to access enough funds to invest meaningfully in our family poultry business.
Since then, my business has improved significantly, allowing me to secure a fair share of the local market. With the profits, I was able to repay my loan without difficulties. Beyond that, I have been able to improve my family's living conditions by purchasing a solar lighting system and a television, which helps me stay informed about what is happening around the world.
Looking ahead, my next goal is to build a bigger and better house for my family. This journey has shown me that with the right support and opportunity, real change is possible.

Friday the third of April marked an important milestone for NOCAD as board members and management staff convened to reflect on the organization’s evolving direction and renewed commitment to impact.
With the board Chairperson Bweenje Benson in attendance, the Executive Director presented a clear picture of NOCAD’s current landscape—highlighting the structure of the board and the progressive steps being taken toward strengthening governance systems. The discussion emphasized a significant shift toward a more robust, accountable, and effective organizational framework.
This transformation process, supported by NCA-DCA, through the JCP Zambia country office has already generated excitement and optimism among team members. The shared vision is to address existing gaps and build a stronger, more resilient institution capable of delivering lasting impact in the communities we serve.
As NOCAD continues on this path, the collective commitment of both leadership and staff stands as a powerful driver for meaningful and sustainable change.
