The People Who Use Drugs (PWUD) Sub Sector is part of the SANAC Civil Society Forum. It is a network of people who use drugs and works for the promotion of their interests within SANAC.

PLHIV sector to launch the new HIV Stigma Index 2.0 report

Pretoria, Friday, 09 December 2025 — The People Living with HIV (PLHIV) sector, led by the National Association of People Living with HIV and AIDS (NAPWA), in collaboration with the Human Sciences Research Council (HSRC), the South African National AIDS Council (SANAC), and international partners, invites members of the media to the launch of the HIV Stigma Index 2.0 report. The launch will take place at the National Research Foundation (NRF) Auditorium on Tuesday, 9 December 2025, at 10h00.

The comprehensive study sheds light on the persistent challenges and opportunities for positive change in addressing HIV stigma and discrimination in South Africa.

The report launch brings together key stakeholders, including the Department of Health, civil society organisations, and people living with HIV, to discuss the findings and recommendations.

The study highlights the experiences of over 5,000 participants from all nine provinces of South Africa, with a focus on 18 districts, both urban and rural. It also emphasises the importance of community-led initiatives and the need for a multisectoral approach to address stigma and discrimination.

The findings and recommendations will inform policy and programming to improve the lives of people living with HIV.

𝐖𝐨𝐫𝐥𝐝 𝐀𝐈𝐃𝐒 𝐃𝐚𝐲 𝟐𝟎𝟐𝟓 – 𝐌𝐞𝐬𝐬𝐚𝐠𝐞 𝐨𝐟 𝐒𝐨𝐥𝐢𝐝𝐚𝐫𝐢𝐭𝐲 𝐟𝐫𝐨𝐦 𝐭𝐡𝐞 𝐏𝐖𝐔𝐃 𝐒𝐮𝐛-𝐒𝐞𝐜𝐭𝐨𝐫

Today, on World AIDS Day, the PWUD Sub-Sector stands in unity with people living with HIV, communities affected by HIV, and all those working tirelessly to end the epidemic.

For People Who Use Drugs, this day is a powerful reminder that 𝙝𝙚𝙖𝙡𝙩𝙝 𝙞𝙨 𝙖 𝙝𝙪𝙢𝙖𝙣 𝙧𝙞𝙜𝙝𝙩, and that no one should be left behind because of stigma, criminalisation, or discrimination. We honour the lives lost, celebrate those living boldly with HIV, and recommit ourselves to fighting for accessible, inclusive, and evidence-based HIV and harm reduction services.

People who use drugs continue to face some of the harshest barriers to care yet we remain resilient, organised, and determined. We call for expanded harm reduction, meaningful community leadership, and policies that protect rather than punish.
