*MOGALAKWENA CONCERNED AND AFFECTED COMMUNITIES CALLS FOR CLARITY ON SERVICE DELIVERY IMPACT FOLLOWING MUNICIPAL AWARDS

Mogalakwena Concerned and Affected Communities (MCAC) has formally written an open letter to the Executive Mayor and Municipal Manager of Mogalakwena Local Municipality seeking clarity on how recent governance awards translate into tangible service delivery improvements for residents.
This follows the Municipality’s announcement that it received multiple recognitions at the South African Local Government Association (SALGA) Awards, including sustaining an unqualified audit opinion, not incurring unauthorised expenditure during the 2024/25 audit cycle, and achieving 100% expenditure of infrastructure grants.
MCAC acknowledges the importance of sound financial management and compliance with the Municipal Finance Management Act (MFMA). However, the organisation notes that many residents continue to experience persistent water interruptions, sewer spillages, infrastructure maintenance backlogs, and billing concerns.
As a community-based0 organisation, we welcome improved audit outcomes,However, residents measure progress by reliable water supply, functional sanitation systems, and visible infrastructure improvements. It is important that financial excellence translates into lived service delivery impact.
In the open letter, MCAC has requested clarity on:
· How 100% expenditure of infrastructure grants has improved reliable household water access;
· The completion and operational status of projects funded in the 2024/25 financial year;
· The current water and sanitation maintenance backlog;
· The number of sewer spill incidents recorded in 2024/25; and
· Measures in place to ensure long-term sustainability of infrastructure investments.
The organisation has requested a written response within fourteen (14) working days and has proposed a structured public engagement session between the Municipality and community stakeholders.
MCAC emphasizes that the intention of the letter is not adversarial, but rooted in the principles of transparency, accountability, and cooperative governance. We believe improved audit outcomes must be matched by visible improvements in the daily lives of our communities.
