What changes when you light a dark street?

The Mission’s festoon lighting project started with a simple problem: parts of the Inner City weren’t working as well after dark.

Approximately 1,120 metres of lighting and 940 LED bulbs now span six routes through the Inner City.

Then we went back to the street.

Every one of the 19 pedestrians surveyed said they felt safer. 18 said the atmosphere had improved. One in five had never used that street at that time before the lighting went up.

Businesses felt the difference too: 11 of 12 said the area felt safer, while five of the six businesses surveyed about foot traffic reported an increase in evening activity.

Each bulb draws just 1.4W. The entire installation uses less power than a kettle.

A relatively small intervention. A measurable change in how the city is experienced after dark.

Calling all designers, makers, architects, students and creative citizens! Design a public bench or seating installation for Cape Town’s Inner City.

Designs should incorporate Plastic Pioneers’ recycled plastic sheets as their primary material. Winning designs will be fabricated and installed in public space, featured in VISI Magazine, and showcased as part of Cape Town Furniture Week in February 2027.

You can measure the impact of a lighting project in metres, bulbs and watts.

Or you can ask the people on the street.

On Thursday 6 August, between 17:38 and 19:29, the Mission went out onto Shortmarket, Church, Hout and Greenmarket streets and asked a simple question: Does this street feel safer than it did before the festoon lighting went up?

Every single one of the nineteen pedestrians surveyed said yes.
Twelve of them said much safer. Eighteen of the nineteen said the atmosphere was much better. And eleven of the twelve businesses surveyed agreed the area felt safer after dark.

Five in six businesses reported higher evening foot traffic and every single one of them called the increase large.

But while the lights had an impact on the people who were already there, they also attracted people.

Four of the nineteen pedestrians surveyed had never used that street at that time before the festoon lighting went up.

And the phrasing those four reached for, unprompted, was the same:

“The lights invite you.” 💡

FLICKING A SWITCH 💡

Some of the most meaningful changes to a city can look deceptively simple.

A light. A street. A reason to stay a little longer.

The Mission’s festoon lighting programme began on Church Lane and has since expanded across six key Inner City pedestrian routes — Church Lane, the St George’s and Reserve Bank block, Upper Shortmarket Street, Lower Shortmarket, the Clock Tower and Hout Street.

Together, they cover approximately 1,120 metres of street and around 940 LED bulbs: roughly one bulb for every metre.

But this isn’t simply about making the streets brighter.

A well-lit street can change how people experience it after dark. And during Women’s Month, that matters. Safety in public space is critical, particularly for women, whose decisions about where to walk and when to leave work can be shaped by something as fundamental as whether a route is well lit.

So what happens when a street that used to empty at sunset stays alive instead?

People are staying later. Businesses see more evening foot traffic. And some people who had never used these streets at that time before are choosing to.

The numbers tell the story: 19/19 pedestrians surveyed said the street felt safer. 11/12 businesses agreed. 5 in 6 businesses reported higher evening foot traffic.

No new security. No new infrastructure.

Just light and the collective buy-in to keep the street alive after dark.

Sometimes, meaningful change starts with something as simple as flicking a switch.
