Tara sa Mindoro Essentially, GPP is anchored on the following three (3) main objectives:

1. Budget Reform-making the National Budget more responsive to local needs ;

The Bottom-Up Budgeting (BUB) is one of the flagship anti-poverty programs of President Aquino which is presently managed and implemented by the Department of the Interior and Local Government under DILG Mar Roxas which primordial objective is to attain the Philippines Development Plan’s goal of inclusive growth and poverty reduction, and promoting good governance at the local level. nce Reform- providing incentives for practices of good governance at the local level and strengthening the devolution of basic services delivery; and
3. Democratic and Empowerment Project-creating an environment for people empowerment and generating/increasing demand for good governance at the grassroots.
