School choice prevails in Kentucky! Today, the Kentucky Senate finished the business that started in the House yesterday, and Governor Beshear’s veto of HB 1 was overridden!

It took Kentucky nine years to get to this point, and we all owe a great deal of thanks to our Legislators for their tenacity in making this a reality. All K-12 students, public and private, may now have access to financial assistance to improve their education.

Governor Beshear vetoed HB 1, again missing the opportunity to improve Kentucky’s K-12 educational outcomes by giving parents a greater role, control, influence, and choice for educating their children.

Now the General Assembly must again do the people’s work of looking out for our children by giving them the opportunity to get the best education possible through giving them choice. The General Assembly will proceed with overriding the veto, the final step for HB 1 to become law. The Secretary of State will then be assigned to inform the Secretary of the U.S. Treasury that Kentucky will participate in the Federal Scholarship Tax Credit program.

The Kentucky Senate has passed House Bill 1, meaning the Bill now goes to the Governor for his signature to become law. HB1 assigns the Secretary of State, rather than the Governor, to opt in to the Federal Scholarship Tax Credit (FSTC) program. Unlike other tax credit programs, all K-12 students, whether in public or private schools, may participate. The FSTC program is entirely funded by the federal government, and it does not cost the Commonwealth of Kentucky anything.
