✨ASEAN Getting It Right: Peoples at the Core Recap✨

Workshop 1

“ASEAN Overcoming Xenophobia: Migrant Workers at Risk of Racism” brought together voices from Timor-Leste, Myanmar, Malaysia, and migrant worker advocates to unpack how discrimination continues to shape the lives of migrant workers across the region.

Speakers highlighted how migrant workers are still treated as outsiders, facing racial, religious, gender, and disability-based prejudice in workplaces and social systems.

The session called for ASEAN to move beyond statements and commit to legally binding protections that recognise migrant workers as full members of our community.

✨ASEAN Getting It Right: Peoples at the Core Recap✨

The Opening Ceremony of ASEANPeoples@ASEAN2025 set a strong tone, reminding us that ASEAN must walk the talk for its people.

Contributors called for a truly people-centered ASEAN, where policies begin with the voices of its citizens, not just governments. They reminded us that civil society is not just on the sidelines but an essential partner in shaping a just, inclusive, and sustainable region.

The message was clear: real progress happens when people and governments work hand in hand, grounded in transparency, equality and accountability.

Kuala Lumpur—The ASEANPeoples@ASEAN2025 Civil Society Conference was successfully held on 24 October 2025 at Wisma MCA, Kuala Lumpur from 9.00 a.m. to 7.30 p.m.

This follow-up gathering built on the momentum of the first ASEANPeoples@ASEAN2025 Conference, held on 24-25 May 2025, which brought together over 600 members of civil society and partners across the region. This second edition, themed “ASEAN, Getting It Right: Peoples At The Core,” convened around 150 people participants from civil society organisations (CSOs), academia, and regional networks, both in-person and online from Timor Leste, Myanmar, Thailand, Laos, Indonesia, Philippines, Malaysia and Nepal.

The afternoon sessions commenced with a series of in-depth workshops, each designed to tackle critical contemporary issues through a multi-faceted lens.

A distinguished panel of experts and prominent human rights leaders led these crucial discussions, guiding participants through the intricate details of each theme. The three workshops were specifically titled and structured to provide comprehensive insights:

1. ASEAN Overcoming Xenophobia: Migrant Workers at Risk of Racism
2. Strategic Future of International, Regional Myanmar and Human Rights Advocacy
3. Our Own Regional Model: Lessons from Indonesia, Malaysia and Timor-Leste for a People-Centered, Just and Inclusive Energy Transition

These workshops delved into the complexities of xenophobia, the pressing human rights and advocacy challenges in Myanmar, and the crucial transition towards a just energy future.

The morning started with the Opening Ceremony of ASEANPeoples@ASEAN2025 “ASEAN Getting It Right: Peoples at the Core” Opening Ceremony, inaugurated ceremonial walk-in by the Timor-Leste delegation as a symbolic to Timor-Leste ascension as the 11th member state of ASEAN.

Following up by series of Opening Speeches by Mr Jerald Joseph (Convening Chairperson), Mr Joaquim da Costa Freitas from Civil Society Cabinet of Timor-Leste, Mr Valentim da Costa Pinto from FONGTIL and Dato Dr Punitha Silivarajoo, Deputy Director General (Policy & Development) Legal Affairs Department.

The conference was continued by the Opening Speakers Panel titled Our ASEAN Getting It Right: Peoples at the Core “Towards a Global Norm for a Sustainable and Just Economy”.

On the afternoon of October 23, 2025, Pusat KOMAS, acting as the Convening Secretariat of ASEANPeoples@ASEAN2025, facilitated a meeting between representatives from Malaysian CSOs and delegates from Timor-Leste.

During this session, Malaysian CSOs shared their areas of work, the challenges they face, and how they champion their respective issues. The Timor-Leste delegates, representing various organizations under the umbrella of Forum Organizasaun Naun Govermentál Timor-Leste (FONGTIL), a coalition of CSOs in Timor-Leste, also participated.

The exchange proved to be highly insightful, offering both Malaysian and Timor-Leste delegates a valuable understanding of the operational environment for CSOs in each other’s countries.

On the morning of October 23rd, 2025, the ASEANPeoples@ASEAN2025 secretariat welcomed delegates from Timor-Leste to Malaysia. Following their arrival, the secretariat arranged a meeting with local councilors from the Petaling Jaya City Council, including Ms. Kusaaliny A/P Mahendran, Mr. Terence Tan Teck Seng, and Mr. Ong Yew Thai.

This exchange was organized to provide the Timor-Leste delegates with insights into the operations and functions of a local council, allowing them to learn about local governance in practice. This visit will enhance better understanding on effective local governance practices, community participation, and the role of local councils in promoting transparency and inclusivity.
