IPF Distinguished Policy Fellow and Former U.S. Ambassador to Saudi Arabia Amb. Michael Ratney on The U.S.-Saudi Civil Nuclear Deal and the Implications of Trump’s Added Condition:

The July 22 announcement of a civil nuclear deal between the United States and Saudi Arabia was quickly overshadowed by a surprising statement from President Trump linking the agreement to Saudi Arabia recognizing Israel and joining the Abraham Accords. The announcement took most observers by surprise, and left the agreement in limbo.

Trump’s decision to link the nuclear agreement to normalization seems to have been a reaction to widespread criticism of the nuclear deal, both domestically and from Israel, that appeared as soon as it was announced. Earlier press reports had suggested that the deal—the full text of which has not been made public—could allow Saudi Arabia to eventually develop a uranium enrichment capacity, and perhaps eventually even nuclear weapons, something that is improbable but nonetheless alarming for Israel.

This nuclear deal does not change the Saudi calculus on normalization, which depends, among other things, on Israel agreeing to support the creation of a Palestinian state. This has effectively been Saudi Arabia’s condition since normalization negotiations began during the Biden administration. It is also something this Israeli government has consistently ruled out.

Trump’s added condition will leave everyone, including the Saudis, the U.S. nuclear industry, and the U.S. Congress—which has 90 days to review the deal—confused. Regrettably, it will also create more questions about the reliability of the United States as a partner.
