A12 Chelmsford to A120 widening supplementary consultation – 9 November to 19 December 2021

National Highways have launched their supplementary consultation on their proposed A12 Chelmsford to A120 widening scheme. Following the statutory consultation which took place in the summer, they have undertaken further design work, as well as considered the feedback they received during the consultation and this supplementary consultation presents that work.

The supplementary consultation will run for almost 6 weeks from Tuesday 9 November to Sunday 19 December 2021.

One of the best ways to find out more about the proposals is to visit their website. On the consultation page you will find the virtual exhibition, the consultation brochure, maps and environmental information. You will also see details of online drop-in events, pick-up-points and drop-in public information events.

You can respond using one of the following methods:

At last, some news to post here 😀

NEWS JANUARY 2021

Highways England announced its preferred route for the widened A12 in November.

It follows an alignment closely paralleling the existing A12 between Witham and Rivenhall End, re-joining the alignment of the existing A12 just before the Durwards Hall Fire HQ and continuing along the existing Kelvedon Bypass.

It diverges at Inworth Road, Feering, crossing the driveway of Prested Hall and then closely paralleling the existing A12 between Feering and Marks Tey.

We are particularly pleased to see a proposed four-way junction on to the A12 where it crosses Inworth Road Feering, which will have the effect of taking A12-bound traffic from Coggeshall and Tiptree out of Kelvedon, and is something we have long campaigned for.

Highways England’s preferred junction layout is shown below.
Inworth Road is on the right with a new roundabout more or less opposite the Stonefield Farm Shop.
Highways England is still deliberating about whether to close the Kelvedon South junction, which would entail traffic from the south end of Kelvedon, including buses, using the old road, and accessing the new A12 at Witham North.

The Rivenhall End junction would remain, but on the old road, again accessing the new A12 at Witham North.

Highways England is holding a statutory consultation on the preferred route this year.

NEWS JULY 2020

On May 20th it was announced that the proposed Garden Community at West Tey had been cancelled, as the planning inspector had ruled it to be unviable and should be deleted from Local Plans.

As a result the new A12 alignment will not have to be routed around the proposed West Tey settlement and will revert to its previously proposed alignment. The extra routes consulted on last year will therefore be abandoned.

Meanwhile Highways England are carrying out soil surveys for the remaining proposed routes.

No further public consultations or forums are planned at the moment due to Coronavirus restrictions, but an announcement on the preferred route and public consultation on it could take place later this year.

It is likely that work will start on the Witham-Marks Tey section of the A12 Widening Project by 2023 and that it will open by 2027.

The A120 project is still awaiting funding.

Progress on the A12 Widening Project is still held up pending an assessment of the effects of diverting the alignment around the proposed Garden Community development at West Tey.

Also held up is the provision of the new junction at Feering for which we have been pressing.

The public consultation promised by Highways England for autumn last year is now not likely to materialise until autumn this year.

All in all the project is two years behind schedule.

Though Essex County Council selected a route (route D) for the new A120 last year, there is still some way to go before the government approves the scheme or includes it in a funding programme.

Meanwhile the Braintree Local Plan approval process is also held up, as it includes the West Tey project, which the planning inspector is still not happy with.

Braintree has not been prepared to uncouple the rest of the Local Plan from the West Tey project.

Though the developers of the 285 houses with planning permission at Coggeshall Road, Kelvedon, have agreed to contribute funding for the improvement of the Station Road/High Street junction to cope with the generated traffic, Essex County Council have no plans to improve the junction, as they consider it adequate for future traffic flows.

We are concerned that this will add to congestion in Kelvedon High Street if, as seems likely, development proceeds before the A12 junction at Feering is provided, especially as there is also permission for 165 houses at Gore Pit, Feering and a further 300 houses at Coggeshall.
