Department of Human Settlement

Department of Human Settlement This department was later renamed as the Public Works Department (PWD) and placed under the then Ministry of Communications (MoC).

Background

With the start of modern development in the country (launch of the first five year plan) Bhutan Engineering Services, responsible for construction works in the country, was established in October 1961. By the 6th FYP physical planning and implementation works were administered through Central Town Planning Committee (CTPC) which in April 1984 was upgraded to National Urban Development Corporation (NUDC). In 1989 the functions of the NUDC were transferred to the then Ministry of Social Services with the aim of integrating urban affairs with other sectors in human settlement and was named as the Department of Works and Housing. In 1997 PWD was bifurcated into the Department of Roads (DoR) and the Department of Urban Development and Housing (DUDH). Then in 2003 MoC was bifurcated into the Ministry of Information and Communication and the Ministry of Works and Human Settlement (MoWHS). At the same time, DUDH was bifurcated into the National Housing Development Corporation and the Department of Urban Development and Engineering Services (DUDES). Bifurcation of the Department of Urban Development and Engineering Services

The rapid socio-economic development in the country placed immense demand on and for provision of infrastructure and development plans. In particular, the Department of Urban Development and Engineering Services, responsible for urban settlements and engineering services in the country, is faced with increasing challenges. In addition to the complexity of urbanization, rapid changes are also taking place in villages and other settlements. On the other hand, there is increasing need for engineering services in the country and the technical support for local governments especially in view of the development focus of the Eleventh Five Year Plan. Therefore, to enable efficient delivery of services and to facilitate timely development, the Lhengye Zhungtshog approved the bifurcation of DUDES into the Department of Engineering Services and the Department of Human Settlement (DHS). This bifurcation would enable the two departments to specialize and focus more clearly on their respective areas of responsibilities.

The Project Management Unit (PMU) of the Enhancing Climate Resilience of the Urban Landscapes and Communities in Thimphuโ€“Paro Region (ECRUL) Project successfully conducted a Social and Environmental Safeguards (SES) Training on 29 July 2026, followed by a two-day Disability Equality Training (DET) and Accessibility Auditing from 30โ€“31 July 2026 in Thimphu.

The SES training engaged more than 30 representatives from Responsible Parties and contractors, while the subsequent DET and Accessibility Auditing training brought together more than 60 participants, including urban planners, architects, engineers, contractors, consultants, and other technical professionals.

Organized by the PMU in collaboration with the Disabled Peopleโ€™s Organisation of Bhutan (DPO Bhutan) and UNDP Bhutan, the training aimed to strengthen the capacity of implementing partners and technical professionals to integrate disability inclusion, accessibility, and universal design principles into housing and infrastructure planning, design, construction, and development.

A key component of the training was a practical accessibility audit of ongoing project sites and public parks. Participants assessed accessibility features, identified barriers, and presented their findings and recommendations. These findings will be shared with relevant agencies to support improvements in ongoing and future infrastructure development.

As highlighted by Ashimta Rai, Civil Engineer, Paro Dzongkhag Administration:
โ€œThe training strengthened our understanding of disability from a human rights and social inclusion perspective. We should make all designs inclusive from the beginning, as one day we are all also going to become disabled.โ€

The training reinforced an important message: accessibility should be considered from the beginningโ€”not added as an afterthought. Inclusive design helps create safer, more equitable, accessible, and resilient urban spaces that work for everyone. ๐ŸŒโ™ฟ

This training was supported by the Global Environment Facility (GEF) through the ECRUL Project, implemented by the Royal Government of Bhutan in partnership with UNDP Bhutan.

Imagine walking into a building, only to find that you cannot access the next floor or even use the washroom. For people living with disabilities in the country, such barriers are a daily struggle, as most of the infrastructure is not disability friendly. To change this, planners, engineers, architects, contractors, and Civil Society Organisations met in Thimphu to promote inclusive design and ensure that accessibility is considered from the planning stage of every infrastructure project.

After years of complaints about a narrow Bailey bridge and its deteriorating condition, construction of a new permanent bridge has finally begun at Debsi in Thimphu. The new bridge is expected to improve connectivity and road safety for commuters who have long struggled with the old infrastructure. The new bridge will be a 40-metre-long, two-lane structure with pedestrian walkways.
