Stagnation in Promotion for last 14 years of Junior JKAS and Feeding Services due to non-utilisation of the full pool of Time Scale posts.
Employees Joint Action Committee – R , respectfully draws the attention of the Hon’ble Lieutenant Governor of Jammu and Kashmir, Shri Manoj Sinha, and the Hon’ble Chief Minister of Jammu and Kashmir to the serious issue of stagnation of Junior JKAS officers and officers of Feeding / Departmental Services, arising solely due to the non-utilisation and withholding of the full pool of Time Scale posts. It is clarified that Time Scale posts such as Deputy Secretary, Sub-Divisional Magistrate (SDM) and Additional Commissioner Revenue (ACR) are not stagnant. On the contrary, these posts are grossly underutilised, as a large number of them are lying vacant or are being run on additional charge arrangements. The real stagnation is being faced by Junior JKAS officers and Feeding Services, who are otherwise due and eligible for induction into the Time Scale. Around 100 Time Scale posts are lying unutilised in Jammu and Kashmir. Important positions such as Deputy Director Employment in almost every district, Sub-Registrar posts, and Chief Executive Officer posts have remained vacant for years, in some cases for nearly two decades. In far-flung and remote districts such as Kupwara, Doda, Kishtwar and other areas of Jammu Division, these posts are mostly managed through additional charge, which severely affects governance and public service delivery.
A substantial number of Time Scale posts have also been kept reserved or withheld due to a wrong interpretation of the Reservation in Promotion matter, which is pending before the Hon’ble Supreme Court. Reserved category officers who were promoted on their own merit through the general merit list have been functioning as Deputy Secretaries, ACRs and SDMs for several years, yet the corresponding Time Scale posts have been wrongly frozen. These posts have been kept frozen up to the JKAS 2018 batch, despite the cadre structure clearly providing for 50 percent of posts to be filled by Direct Recruits (JKAS) and 50 percent by Departmental / Feeding Services. The continued withholding of these posts has no direct linkage with the pending litigation and has only aggravated stagnation among Junior JKAS and Feeding Service officers.
The Time Scale JKAS cadre has a sanctioned strength of about 300 officers, out of which nearly 100 posts have remained vacant for over a decade. Despite the availability of eligible and capable officers in Junior JKAS and Feeding Services, timely induction into the Time Scale has not taken place.
As a result, valuable administrative manpower is being wasted, routine official work is suffering, the general public is facing inconvenience, and deserving officers are being denied legitimate career progression. This situation is also discouraging for future aspirants preparing for the JKAS examination.
Employees Joint Action Committee – R humbly appeals to the Hon’ble Lieutenant Governor of Jammu and Kashmir and the Hon’ble Chief Minister of Jammu and Kashmir to kindly intervene in the matter, ensure full utilisation of the sanctioned Time Scale posts, unfreeze wrongly withheld positions and provide timely induction of Junior JKAS and Feeding Service officers into the Time Scale in the larger public interest.
