Today, our hearts are with the brave men and women of the Carroll County Sheriff’s Office and the families affected by this tragic loss.

We mourn fallen Officer Logan Utt who gave the ultimate sacrifice in service to the community, and we continue to pray for the injured officer as they recover.

Our thoughts and prayers are with the entire department, the families, friends, and all those impacted during this incredibly difficult time.

The Dickenson County Commonwealth’s Attorney’s Office is committed to keeping our community informed about programs that promote accountability, rehabilitation, and responsible stewardship of taxpayer dollars.

Two programs making a significant impact in Dickenson County are the Recovery Court program and the Community Work Program.

Recovery Court, led by Director Derek Kendrick, provides participants with treatment, support, and accountability while reducing incarceration costs. By helping eligible individuals address the root causes of addiction, the program benefits both participants and our community.

June 2026 Recovery Court Savings:
💰 $32,619.20 in incarceration cost savings for Dickenson County taxpayers.

The Community Work Program, directed by Tim Neece, requires qualifying probationers to complete community service as part of their sentence. This program holds offenders accountable while allowing them to give back to the community and reducing incarceration expenses.

June 2026 Community Work Program Savings:
💰 $29,185.60 in incarceration cost savings for Dickenson County taxpayers.

Combined Savings for June 2026:
✅ $61,804.80 saved for the taxpayers of Dickenson County.

These programs demonstrate that accountability, rehabilitation, and community service can strengthen public safety while making responsible use of taxpayer resources.

RADV: Control Is Not Love

Sometimes abuse doesn’t begin with a slap, a shove, or a threat.

Sometimes it begins with one small decision that wasn’t yours to make.

“What are you wearing?”

“Who are you texting?”

“I don’t like your friends.”

“You don’t need your own bank account.”

“Just let me handle everything.”

At first, it can feel like concern. It may even sound like love. But over time, concern becomes control, and control slowly steals away your independence.

Controlling behavior is one of the earliest warning signs of an unhealthy relationship. It often grows so gradually that you don’t notice how much of yourself you’ve lost until you no longer recognize the person staring back in the mirror.

Control can look like:

* Monitoring your phone or social media.
* Isolating you from family and friends.
* Controlling money or access to transportation.
* Telling you what you can wear or where you can go.
* Making you ask permission for everyday decisions.
* Using guilt, fear, or anger to keep you compliant.
* Constantly questioning your loyalty or accusing you without reason.

Healthy relationships are built on trust.

Controlling relationships are built on fear.

One of the most dangerous things about controlling behavior is that it often convinces the survivor that the abuse is somehow their fault. You may find yourself changing your behavior just to avoid another argument. Little by little, your world becomes smaller while the controlling person’s world becomes bigger.

But hear this today:

You were never meant to live asking permission to be yourself.

You deserve to have your own voice.

You deserve friendships.

You deserve privacy.

You deserve respect.

Whether you are a man or a woman, control is never a sign of love. Love encourages growth. Love celebrates your individuality. Love does not require you to surrender your identity to keep the peace.

If you recognize these signs in your own life, know that you are not alone. There are people who understand what you’re experiencing and organizations ready to help you create a safety plan when you’re ready.

At Riders Against Domestic Violence, we believe every survivor deserves the freedom to make their own choices, reclaim their own voice, and build a future free from fear.

If someone keeps “just showing up,” “just checking in,” or “just wanting to talk”… it might not be harmless—it might be stalking. 🚩

Stalking is a form of abuse, and it’s often done by someone the victim knows. It gets minimized or mislabeled, which makes it harder to recognize, report, and take seriously.

The scary part is it’s usually a pattern—not a one-time thing—and patterns can escalate. When behaviors intensify (more calls, surprise visits, tracking, threats), that’s a danger signal—and stalking is strongly linked to lethal violence.

Because survivors are so often dismissed, documenting what’s happening matters. Writing down dates, times, screenshots, witnesses, and repeated behaviors can help show the pattern and support legal action. 📝
