Speed does not just affect drivers. It affects pedestrians, cyclists, people using mobility aids and children walking to school.

That is why we are consulting on a new Essex Safer Speeds Strategy, designed to reduce risk, protect vulnerable road users and support Vision Zero.

• Two people lost their lives on our roads
• 76 people were seriously injured
• 133 mobile phone offences
• 69 drink-driving offences
• 190 drug-driving arrests
• 193 seatbelt offences

Alongside enforcement, prevention remains central to our work:
• 11,890 road safety education courses delivered
• 731 Community Speed Watch warning letters issued

If I see a horse on the road then I will …

SLOW down to a maximum of 10mph

BE PATIENT I won’t sound my horn or rev my engine

PASS the horse wide and slow, (if safe to do so) at least a car’s width if possible

DRIVE slowly away

With more than 37,000 horses kept in Essex, it’s vital that all road users understand how to pass horses safely. The Highway Code now sets out clear guidance: slow down to 10mph, leave at least two metres of space, and always pass wide and slow.

With Essex roads becoming busier and more challenging, riders need to be passed with patience and care, so that we can all help keep them and their horses continue their journey safely.
