Tell us your Manufactured Home Financing Story

We are looking for manufactured home owners to tell their stories. If you can take a minute to respond to this questionnaire about your experience buying or selling a manufactured home, it would help a lot. We are hoping to capture a broad range of stories – and we hope you will help.

We do ask for some demographic information, just to make sure we are not leaving anybody out. The information we collect will not be publicly shared. It is only being collected to help to identify participants for this Manufactured Home Owner Story Sharing Project.

After over 40 years of dedicated service, All Parks Alliance for Change (APAC) has played a pivotal role in defending the rights of manufactured home communities, influencing positive changes to Minnesota laws for the protection of manufactured home owners, and educating our communities about their legal rights.

I am excited to share that APAC has merged with the Housing Justice Center, a move that reflects our commitment to advancing the cause. Effective January 1, 2024, APAC will transition, and our organization will no longer exist. However, the legacy lives on through the Housing Justice Center, which will continue the fight for the rights of over 180,000 manufactured home owners in Minnesota.

I express my deepest gratitude for the unwavering support you have provided over the years. As we move forward with a new name and a renewed spirit within the Housing Justice Center, rest assured that we will persist in answering your questions and working to maintain affordable homeownership in Minnesota.

Thank you once again for being an integral part of our journey.

The average American manufactured homeowner (MHO) in 2022 made $35,000 a year. This would mean they can afford to spend $377 a month on housing monthly. The average lot rent in the Minnesota 7-county metro area as of 2023 is currently ranging from $400-1000 a month. On top of that is utilities, housing payments, car payments, and everything else. Support passing HF 1976 authored by Rep. Matt Norris to curtail the rent increases MHO face. We all do better when we all do better!

Current research shows that adults 65 and older living in manufactured homes are more likely than their peers in other housing type to have a disabling condition. This is not because of the manufactured homeowners's (MHO) actions, but the correlation that MH parks are usually by highways, industrial zones, and other "undesirable" locations due to zoning laws- in addition to the inequities in income, healthcare, and access to resources. We want to highlight that if you or someone you know is being "evicted" by a park owner/manager, they cannot evict you... only the courts can. Know your rights so you are not taken advantage of!
From the Attorney General's Handbook on Manufactured Home Parks "Eviction Proceedings: To evict a resident, a court must issue a Writ of Restitution, or a Conditional Writ. These writs provide different timelines for eviction:
Under a Writ of Restitution, a resident must be allowed a reasonable period of time (up to seven days) to arrange to remove the resident’s home from the lot.
Under a Conditional Writ, a resident must be allowed to reside in the park for a reasonable period (up to seven days). However, the resident’s home is allowed to remain on the lot for 60 days to allow for an in-park sale of the home."

In the last couple of weeks we here at APAC have been hearing a lot from homeowners across the state that park owners are implementing unreasonable and burdensome rules in parks due to new out-of-state owners.
Currently the law does not define "unreasonable" rule changes- but a way to fight back against these new rule is to file a complaint with the Attorney General Keith Ellison's Office. He has stepped in on many occasions to protect manufactured homeowners and renters (see attached article).
If this scenario applies to you you can visit the Tenet Complaint Form (https://www.ag.state.mn.us/office/Forms/TenantReport.asp) to make a report or call HomeLine (612-728-5767) to obtain legal advice on your specific situation.

While the story we are highlighting today is not taking place in Minnesota it echoes the exact same issues being faced by Minnesotan manufactured homeowners/renters. Lot rents are increasing by $60-100 a month up to twice a year, amenities are no longer being provided or are no longer in working condition, and utilities once covered by lot rent are now coming out of pocket. Minnesotan MHO's deserve better.
