On 29.06.2016 Andrey Rylkov Foundation for Health and Social Justice was included by the Ministry of Justice of RF in to the list of the organizations carrying out functions of a foreign agent. It is a grass-roots organization from Moscow, Russia with the mission to promote and develop humane drug policy based on tolerance, protection of health, dignity and human rights. The Foundation engages in

4 key strategies to advance its mission: advocacy, watchdog, service provision and capacity building of affected communities and individuals. ARF leads efforts in Russia to advocate for the introduction of the evidence-based and internationally recognized opioid substitution treatment (ST) of drug dependence in spite of pronounced federal government ban on using this approach.

The Andrey Rylkov Foundation (ARF) is a grass-roots organization based in Moscow and established in 2009. Our mission is to promote and develop humane drug policy based on tolerance, protection of health, dignity and human rights. In advancing its mission, ARF engages in 5 key strategies:

- direct service provision on the streets, including health and legal aid;

- advocacy and public campaigns;

- human rights monitoring and documentation;
