我們是一群在大學及大專從事教育及研究的香港學者。我們希望香港長者的生活能有足夠保障。我們關心香港未來的財政收支能夠持續。我們要求香港社會的發展能夠彰顯公平公義。為補足民間方案的推算期不足，我們一群學者仍根據最新人口推算對勞動人口數目的保守推算，參考了各民間組織的全民退休保障方案，按周教授團隊報告中所提出的相同推算假設，提出「全民養老金」學者方案。
