協會宗旨及理念為：一、我們相信我們所住的星球屬於全體生物，每個物種對地球上許多不可思議的變化及美麗都有特別的貢獻。人類所能做的最有價值的貢獻之一便是保衛所有動物的基本權益，使他們的生命免於被剝削濫用。二、我們相信動物一如其他有情生物，會痛、會餓、會恐懼，需要水、食物、運動及安全感。但由於人類的擴張地盤，動物逐漸失去牠賴以生存的大自然，在人類的嗜肉、獵殺計劃下，牠甚至無法保護自己。
花蓮縣動物權益促進會主要藉由生命教育、刊物編製、流浪動物結紮、流浪動物送養……等活動來逐步推廣動物保護的理念，以期喚醒社會大眾對週遭生命的關心與重視。

HELP THE STRAY ANIMALS IN TAIWAN
In Taiwan, there is a group of volunteers who work diligently to try to help the more than ten thousand stray animals (mostly dogs and cats) who roam uncared for or at least unsupervised on the streets. These animals frequently suffer from any number of different skin conditions and fungal diseases. Many are fed (or over-fed) food that is unhealthy for them. Some are killed or maimed by cars; others starve to death. Many more are "adopted" by families and are nevertheless neglected even though they are fed (mostly human food leftovers). These abandoned animals drift into dark corners where they live out their lives in misery. They have been forsaken by human society. Your involvement will help save our suffering animals. Together, we can provide them with the basic dignity and care they deserve.
