Community Lunch Program for Kids Children who receive the support of the free/ reduced breakfast/ lunch program are left without this support when school is out.

The Community Lunch Program for Kids (Norwood, Norfolk and Raymondville) was started in 2016 to address the issue of kids facing food insecurity over summer vacations and during school breaks. When school is not in session, parents must provide two additional meals each day for their children and that is only if you have one school age child. If you have three children, that is an extra 30 meals p

er week! That's a lot of meals, with no extra income! Families of children enrolled in CLPK receive boxes of nutritious breakfast and lunch food items (the amount of food is based on the number of children in the family) at a predetermined distribution time prior to break. CLPK holds distributions from St. Raymond's Church (on State Highway 56 in Raymondville) 10 times during the year (February Break, April Break, 6 distributions over the summer starting mid-June through the end of August, Thanksgiving Break and we assist the NNCS Angel Tree with their food boxes over Christmas Break). All children residing in the Norwood-Norfolk School district are eligible for this program. CLPK's financial eligibility guidelines are set by the Food Bank of CNY. Generally, if your child receives free/ reduced lunch then they qualify for CLPK.

The Community Lunch Program for Kids will be starting up our Summer Food Distribution on Wednesday, June 10, 2026.

We will be providing large boxes of nutritious food every two weeks during the summer. The amount of food you receive will depend on the number of children in your household. All families (with children birth to age 18) who live in the NNCS District are eligible for this program. Each child receives the equivalent of approximately 15 meals per distribution.

Governor announces that St. Lawrence County residents can now apply for home energy assistance

Posted Monday, December 1, 2025 1:11 pm

The Governor today announced that St. Lawrence County residents and other New Yorkers can now begin applying for heating assistance through the Home Energy Assistance Program to help defray the high cost of
heating their homes during the winter.

The program, known as HEAP, can provide up to $996 to eligible households, depending on how they heat their home.

“As temperatures have already begun to drop, it's disgraceful that the federal government took so long to provide federal funding for critical heating assistance for families across the state." Governor Kathy Hochul said. Hardworking New Yorkers count on this assistance to help with their utility bills and keep their homes warm during the cold winter months. That's why I fought hard to restore this funding and will continue to do everything in my power to help New York families apply for additional state
funding to bring down energy costs."

Due to the recent shutdown of the federal government, the opening of the HEAP application period was pushed back by a month as temperatures began to drop. The program, overseen by the Office of Temporary and
Disability Assistance (OTDA), is 100 percent federally funded.

Many households automatically receive a HEAP payment due to their enrollment in other programs.

OTDA prepared those automatic payments ahead of time and the state will make HEAP payments for those households automatically to their heat suppliers without those residents needing to apply or take any additional
action.

Eligible households can receive one regular HEAP benefit per season and could also be eligible for an Emergency HEAP benefit if they are in danger of running out of heating fuel or having their utility services shut off.

Applications for the additional emergency benefits will be accepted beginning Jan. 2, 2026.

The benefit amounts vary - with a maximum of $996 — based on income, household size, heating source and if the household contains a vulnerable member. A family of four can have a maximum gross monthly income of $6,680, or an annual gross income of $80,165, and still qualify for assistance.

Applications for assistance are accepted at local departments of social services and can be submitted online, through the mail or in person.

Additionally, older adults needing assistance with HEAP applications can contact their local office for the aging or contact the NY Connects helpline at 1-800-342-9871.

More than 1.5 million households received a regular HEAP benefit last year, the state said.

Assistance is provided on a first-come, first-served basis.

The state urges more New Yorkers to enroll in New York State's Energy Affordability Program (EAP), which provides up to $500 in annual discounts on energy bills. The State's EAP already serves approximately one million households statewide, but state officials estimate that approximately 1.5 million more households are eligible to receive a discount.

New Yorkers can visit ny.gov/EAP to learn about eligibility and enrollment.

Program provides income-eligible consumers with a discount on their monthly electric and/or gas bills.

This past week The Community Lunch Program for Kids provided food for 60 families from the Norwood Norfolk Central School District. The food was intended for families to use over Thanksgiving break, when children do not have the benefit of free reduced breakfast and lunch. We have not served this many families since the Pandemic!

Just a reminder…if you receive food from CLPK, then your household qualifies for food from area food pantries. Those people who face food insecurity and live in the Town of Norfolk (including Raymondville) are encouraged to utilize the Norfolk Raymondville Food Pantry IN ADDITION to The Community Lunch Program for Kids.

If you are facing food insecurity, please contact your local food pantry. At NRFP you will receive food for EVERYONE in the household and each person gets the equivalent of 5 days of food or 15 meals.

Though we just had our monthly distribution, you will still get the same size food package by calling 315.212.0520 for emergency food. When you call we will set up a mutually convenient time to meet at the food pantry.

We know times are difficult and we are here to help!
