Subject: Unauthorized Nightly Flight Redirections in Mission Beach

Dear Mr. Arel,

I am writing to bring to your attention a matter of concern regarding the unauthorized nightly flight redirections in Mission Beach. It has come to my attention that your traffic controllers are instructing pilots of commercial, private, and military aircraft to deviate from their filed ZZOOO SID departures and instead follow a northbound path. This action is being taken unilaterally by ATC under your supervision, without any formal authorization from the FAA organizational structure above you.

Upon conducting research and obtaining freedom of information from the Port of San Diego, it has been revealed that two temporary measures were implemented in the 1980s to provide noise relief for residents in Pt. Loma Heights and Ocean Beach. These measures included a redistribution of departures to a 295 vector heading and a shift of all post-10 pm departures to the same heading. However, there is no legal foundation for these changes, even though they were intended to be temporary. The 70-30 departure distribution was rescinded within two years, but the post-10 pm change remains in effect today.

The residents living in Mission Beach, who are well aware of these facts, cannot allow this illegal nightly action to continue. It is imperative that the FAA puts an immediate stop to these unauthorized flight redirections. There is no documentation at the FAA to legally validate this action, and it is essential that proper procedures and regulations are followed to ensure the safety and well-being of both residents and pilots.

I kindly request your prompt attention to this matter and urge you to take immediate action to rectify this situation. It is crucial that the FAA upholds its responsibility to operate within the confines of the law and ensure that the rights of the residents of Mission Beach are respected.

I would appreciate receiving a written response from you within [specify a reasonable timeframe] addressing the steps that will be taken to address this issue. Thank you for your attention to this matter, and I look forward to a swift resolution.

Sincerely,

Gary Wonacott

Mission Market and Ace Liquor are not frequented by locals. Why is that? Parking, and yet, both are owned by same person, so you can park at Ace Liquor while shopping at Mission Market. Also, there are spaces for shoppers to park in front of both Mission Market and Ace Liquor. So parking for 10-15 minutes should not be a problem.

But, then the question is why shop at either, except for proximity, compared to Ralph’s in PB. Ralph’s prices are better and there is greater variety. Plus, they have a pharmacy. So, how would Mission Market compete with Ralphs? What could be their niche?

I am thinking of taking my Air GT to Hawaii if we stay 6 months or more next time. Does anyone else already have a car there who I might get some feedback on the experience getting the car there, etc?

The Mission Beach Town Council is becoming increasingly residents oriented. While Larry Webb actively pursued a number of issues relevant to Mission Beach, he adamantly opposed any criticism of short term rentals or any issue that that might put Mission beach into a negative light as far as tourism. He also did not allow me to pursue airport noise on a committee. I asked Gary Katz to comment on my behalf on several issues during the last year, but as far as I could tell, he didn’t. The town council first and foremost needs to be inclusive of all points of view, while maintaining a civil decorum. Larry was neither. The next president must make a special effort on both of these accounts. One option I have is to run for Area 1 rep.

As usual, the short term rental industry is revising the news claiming that many now will not be able to come to San Diego for a vacation because of the 15 percent tax. The truth is that some of the visitors will now be staying in hotels and marginal STRs will revert to long term rentals. What an idea; more long term housing.

The California Senate Appropriations Committee will vote on SB 584, a bill that would impose an additional 15% tax on short-term rentals (STRs). This bill would be a "vacation killer" making San Diego and our great State no longer affordable for families wanting to visit. This affects more than just the guests.

We’re asking for your support in saving vacations and short-term rentals for the hard-working people in our state that depend on them. Here are few quick ways you can help now:

Per someone’s request, here is a histogram for one 24 hour period; i have added a few aircraft with representative noise levels measured in SMB. These numbers are preliminary; i have requested some information from the Airport Authority that i can use to corroborate the data. This histogram could be matched up against a methodology for quantifying ear damage as a function of number of events at different levels. In my opinion, this approach would be a more realistic way to assess the degree to quantify whether the aircraft at SDIA is causing ear damage. There might also be damage models for cardio and sleep disruption.
