In September, Moscow issued a warning over a potential NATO blockade of Kaliningrad, raising concerns about escalation in the Baltic region. With tensions surrounding Kaliningrad and its access routes, could Russia move from warning about a hypothetical blockade to formally claiming that one is already in effect?

According to Nikita Degtyarev, satellite imagery provides one of the most consistent current views of activity at nuclear sites - including construction, site expansion, and visible waste management.

But it also has clear limits: it cannot show what is happening inside buildings or whether critical safety systems are functioning properly.

๐Ÿ“ข We are pleased to welcome Patrick Ertelt to Open Nuclear Network as a Visiting Fellow.

Patrick focuses on researching radiological disinformation through open-source analysis, examining how claims about radiological threats emerge, spread and can be verified or pre-emptively countered. He brings previous experience from the James Martin Center for Nonproliferation Studies (CNS), the UN Department of Peace Operations, the German Federal Foreign Office and the United Nations Office for Disarmament Affairs (UNODA) at Vienna.

We are excited to have him on board and look forward to his contributions to ONN's mission.

North Koreaโ€™s 3 October 2026 missile launch marked the first reported operational firing of its conical-shaped hypersonic glide vehicle (HGV), the Hwasong-16Ga, raising important questions about its capabilities and implications for regional security.

In our latest Special Monitoring Report, ONN Senior Analyst Tianran Xu examines Pyongyangโ€™s two large hypersonic missile systems, the Hwasong-16Ga and Hwasong-16Na, drawing on seven flight tests since 2021.

๐Ÿ”Ž The analysis compares their development and demonstrated performance, examines discrepancies between North Korean claims and Japanese and South Korean flight assessments, and assesses the challenges these systems pose to regional missile defence.

The report offers additional insights into North Koreaโ€™s evolving missile capabilities, contributing to a better understanding of their potential implications for regional security and nuclear risk.

According to Elin Bergner, climate change is unlikely to create an entirely separate nuclear accident scenario, but it can put additional pressure on systems that are already important for safe operations.

More frequent or severe flooding and extreme weather can add strain to infrastructure, emergency response, and other safety-critical systems.

๐Ÿ’ก How can risk-reduction measures help manage escalation in an increasingly complex security and information environment?

On 1 October in Berlin, ONN Research Analyst Ksenija Trajkovska and Research Manager Sarah Laderman took part in the second session of โ€œTechnological Complexity and Risk Reduction," a workshop hosted by the European Leadership Network (ELN) and Adarga.

The session brought together experts to explore nuclear decision-making and the role of risk-reduction measures, using the ELN-Adarga Nuclear Risk Reduction Support Tool (NURIST).

ONN's participation reflects a core part of our mission: strengthening our collective ability to anticipate and respond to emerging nuclear risks and engaging the next generation in the future of arms control and risk reduction.

From 21โ€“25 September, ONN Assistant Analyst and Coordinator Benjamin Ashraf attended the Vienna Center for Disarmament and Non-Proliferation (VCDNP) short course on nuclear non-proliferation and disarmament for diplomats and practitioners in Vienna, earning a certificate of participation.

The course covered topics ranging from the nuclear fuel cycle to IAEA safeguards and included a visit to the United Nations Headquarters in Vienna, where he also saw the CTBTโ€™s International Monitoring System at work.

๐Ÿค Benjaminโ€™s participation provided an opportunity to strengthen technical expertise and engage with the international non-proliferation community, supporting ONNโ€™s mission to reduce nuclear risks through informed analysis and international engagement.

๐Ÿ’ก How can civil society turn research and analysis into action to reduce nuclear risks?

On 21 September, ONN Network and Engagement Specialist Kseniia Pirnavskaia shared ONNโ€™s approach to nuclear risk reduction with the next generation of policymakers and practitioners at the EST Academy 2026.

Drawing on ONN's Project Loop, Kseniia explored how open-source research, expert analysis and forecasting can be translated into actionable insights and targeted engagement that help decision-makers anticipate and address emerging nuclear risks.

๐Ÿค By sharing ONNโ€™s methodology and practical examples of impact, the session contributed to an important part of our mission: strengthening the capacity of the next generation to connect evidence with policy action and contribute to nuclear risk reduction.

According to Jaewoo Shin, the consequences would be felt first and foremost by people and the environment closest to nuclear facilities. Workers could be among the first exposed, while nearby communities could face risks through contaminated water, soil, or air.

These risks may receive less attention than nuclear weapons or proliferation, but they can still have serious and lasting consequences.

How can the next generation contribute to reducing nuclear risks in an increasingly complex security and information environment?

At the 2026 European Student/Young Pugwash Conference in Pisa, Italy, ONN Network and Engagement Specialist Kseniia Pirnavskaia and ONN Intern Yuqin Wang contributed to discussions connecting nuclear risk reduction with intergenerational dialogue, emerging technologies and the evolving information environment.

๐Ÿค Kseniia chaired a discussion bringing together experts and young professionals to examine the future of non-proliferation, arms control and disarmament, while Yuqin presented her research on how AI-generated and manipulated visuals can fuel misperception during nuclear crises and introduced the AMAR framework for strengthening preparedness and response.

๐Ÿ’ก Their participation reflects two important dimensions of ONNโ€™s mission: equipping the next generation to engage critically with nuclear challenges and strengthening our ability to anticipate and respond to emerging risks.
