This Friday, let's nerd out a bit.
Enter: The Chinese Room Argument (John Searle, 1980)

Imagine a person in a room, receiving Chinese characters through a slot and using a detailed instruction manual (written in English) to manipulate and respond with Chinese symbols correctly..
.despite not understanding Chinese at all. To outsiders, it appears as if the room understands Chinese, but the person himself is merely following syntactic rules without any semantic comprehension.

Searle’s argument is: Syntax ≠ Semantics

Just because a system follows rules and produces the right outputs doesn’t mean it understands.

AI, like the person in the room, manipulates data using rules.
It can generate natural language, drive cars, or make decisions but it doesn’t understand, intend, or mean anything.

So if AI lacks understanding and intent, can it be morally or legally responsible?

🌏 World Sustainable Transport Day 🚍

Today, we celebrate the transformative power of sustainable transport in building a cleaner, greener, and more inclusive world for a better tomorrow and the day after.

Sustainable transport is more than a means to move from one place to another. It’s a catalyst for achieving global climate goals, reducing air pollution, and creating equitable access to mobility for all. As India expands its EV adoption, we see a bigger impact in terms of emissions abatement. Public transport stands as a strong pillar in realising the vision. As you can see in this image, an e-bus can cater to a lot more passengers than private vehicles, significantly reducing congestion and emissions per capita.

Let’s commit to choosing, supporting, and investing in sustainable mobility solutions. Together, we can redefine transportation for a sustainable future. 🌱

Meheli writes for EV Reporter on the consequences of waiving EV road tax exemptions. The recent policy change in Delhi prompted this inquiry which led to an analysis of how similar policy decisions in states like Karnataka, Telangana, Kerala have led to a decline in EV registrations vis-a-vis states like Maharashtra, Uttar Pradesh that are continuing with the exemption, witnessing an increase. These policy shifts have a marked impact on direct affordability and thus, impact the transition towards sustainable mobility in India.
