📣 Објавен е Првиот ex-post Мониторинг извештај на CARGrow за спроведувањето на Реформската агенда 2024–2027.
Извештајот оценува 39 реформски чекори со рок до декември 2025 година, поврзани со приближно 183 милиони евра од Планот за раст на ЕУ и Инструментот за реформи и раст.

‼️ Само 5 мерки се целосно исполнети, што кореспондира со околу 28–29 милиони евра што може реално да се очекуваат врз основа на целосна имплементација.
👉 Клучната порака е јасна: 2026 мора да биде година на оперативна имплементација и мерливи резултати, а не само на законодавен напредок.

🙌 Голема благодарност до Институтот за човекови права, Finance Think – Институт за економски истражувања и политики, Фондацијата Метаморфозис и Институтот за политика за животна средина и климатски промени за нивниот придонес во оваа заедничка CARGrow активност.

📣 The First CARGrow Ex-Post Monitoring Report on the implementation of the Reform Agenda 2024–2027 has been published.
The report monitors 39 reform steps with deadlines up to December 2025, linked to approximately €183 million under the EU Growth Plan and the Reform and Growth Facility.

‼️ Only 5 measures are fully implemented, corresponding to an estimated €28–29 million that can reasonably be expected based on full compliance.
👉 The key message is clear: 2026 must shift from legislative adoption to operational implementation and measurable results.

🙌 A big shout out to the Institute for Human Rights, Finance Think, the Metamorphosis Foundation, and the IPECC for their valuable contributions under this CARGrow Action.

Со задоволство го објавуваме првиот ex-ante краток извештај на CARGrow, кој нуди систематска анализа на Реформската агенда 2024–2027 на Владата на Северна Македонија, со фокус на реформските чекори со рок до декември 2025 година и нивната директна поврзаност со исплатата на средства од Планот за раст на ЕУ 🇪🇺.

📊 Извештајот ги опфаќа сите клучни области на политики, преку правувањето со јавните финансии и деловното опкружување кои ги анализираат во Finance Think, преку реформата на јавната администрација и управувањето со човечките ресурси за кои работиме ние во институтот. 🌱 Зелената и енергетската транзиција ја разгледува IPECC, а дигиталната трансформација ја мапира Metamorphosis Foundation💻. ⚖️ Посебен фокус е ставен на темелните права и владеењето на правото, анализирани во соработка со Институт за човекови права ИЧП / Institute for Human Rights IHR.

🔍 The Reform Agenda under Scrutiny: First Ex-Ante Policy Brief – December 2025

We are pleased to present CARGrow’s first ex-ante policy brief, offering a structured and evidence-based analysis of the 2024–2027 Reform Agenda of the Government of North Macedonia, with a specific focus on reform steps due by December 2025 and their direct linkage to EU Growth Plan disbursements 🇪🇺.

📊 The report covers all key policy areas. Public finance management and the business environment analysed by Finance Think, while public administration reform and human resource management are addressed through our work at the Prespa Institute. 🌱 Green and energy transition reforms are examined by IPECC, and digital transformation is mapped by Metamorphosis Foundation 💻. ⚖️ A dedicated focus is placed on fundamental rights and the rule of law, analysed in cooperation with the Институт за човекови права ИЧП / Institute for Human Rights IHR.

As we, at Prespa Institute enter our sixth year in 2026, our focus turns decisively toward the next phase of institutional consolidation and long-term relevance. The period ahead will be defined by heightened geopolitical volatility, evolving security architectures, pressures on democratic resilience, and the continued strategic centrality of European integration and the Western Balkans.

The 2026–2030 outlook prioritizes analytical depth over breadth, methodological consolidation, and sustained policy relevance. Our work will remain anchored in foreign and security policy, European affairs, and democratic governance—strengthening evidence-based tools, regional cooperation, and strategic foresight capacities designed for durable impact rather than short-term visibility.

Looking toward PRESPA at ten years and beyond, the emphasis stays on institutional continuity, analytical credibility, and meaningful contribution to informed public and policy debates across Europe and the region.

As the year concludes, we extend our best wishes for a peaceful holiday season and a constructive, forward-looking 2026.
