Please use this opportunity to share your thoughts on what would improve housing here in Pennsylvania! Anyone can take this survey, and we strongly encourage people in all different housing situations to share their thoughts.

On September 12, 2024, Governor Josh Shapiro signed Executive Order 2024-03 to develop a comprehensive Housing Action Plan. The new plan will propose a strategy to help ease the burden of high housing costs in Pennsylvania by increasing the supply and preservation of housing.

The page also includes a survey link through which the State will collect constituent feedback on housing. Please share the survey link with any others throughout your community to further distribute this important Housing Action Plan. The survey is here: https://tinyurl.com/5e4n8w9e

As 2024 has unfolded the Steering Committee of the Stable Housing Collaborative has been diligently having community conversations and engaging organizations, stakeholders, and community partners about the work of collaborating to address housing instability in York County; striving to create a future in which every resident in York County has access to housing where they feel safe, secure, and economically stable.

On Thursday, April 11th the community responded in a big way as 62 individuals representing 30 organizations and entities throughout York County answered the call and convened for a morning looking at what it takes to share power and responsibility to work together toward this critical purpose. These attendees represented philanthropic funders, housing developers, public housing, faith-based entities, employers, nonprofit providers, housing advocates, county planners, and more.

A significant part of the morning was a series of intentional discussions focused on primary issues contributing to housing instability, and what those in attendance felt they could do about them TOGETHER. These conversations were insightful, hopeful, and action-oriented... and this is just the beginning!

The Stable Housing Collaborative was present yesterday evening at the York County Community Foundation's Annual Meeting to celebrate the great work accomplished by the Foundation in 2023.

The Stable Housing Collaborative has been generously supported by the Community Foundation. In addition to critical financial support, interested and passionate individuals from the Foundation have been a part of the steering process for this collaboration since its inception. This perspective has been invaluable.

The Community Foundation is highly focused on leveraging the tools of philanthropy unleash greater and greater impact within the regional York community in critical and profound ways. It is an honor to be part of that community impact.

Let's talk about Congressional Districts.

To understand York County, it's important to focus on two districts, District 10 and District 11. York County is split, with the northern portion of the county falling into District 10 and the southern portion a part of District 11.

Certain pieces of available data that tell the story of what people are experiencing in York County come from published studies organized by congressional districts. One such study is the annual Out of Reach Report that is published by the National Low Income Housing Coalition. The 2022 report organized its data by congressional district. In 2023 the report shifted and organized data by county.

In 2022, the area median income for an area of Districts 10 and 11 that focuses on York County was $93,300. When it comes to many federal and state programs related to housing, eligibility is often based on what % of your area's median income your own personal income or household income happens to be. '50% of AMI' and '30% of AMI' are distinctions that are often associated with programs designed to assist individuals in low-to-extremely-low-income situations. As we have shared previously, a very significant percentage of York County residents fall into these categories.

The 2022 report indicated a rather stark reality: For individuals or households making $30k or less, in District 10 there were only 31 affordable rental units available for every 100 renting households that needed them. In District 11 it was even worse, where there were only 23 affordable units for every 100 renting households that needed them.

Across the state of Pennsylvania, 58% of working single parents and 1 out of every 3 workers make less than $15/hr. We are not talking about a small group of people being affected by these realities.

In case you are wondering, the numbers tell us that the situation is actively getting worse rather than better. The Out of Reach Report in 2022 reported that in York County the "Two Bedroom Housing Wage" was approximately $39,380. One year later the 2023 report indicated that the amount needed jumped all the way up to $45,120.

A $5,740 average annual cost increase in just one year.
