I have enclosed a remembrance of our good friend in the fire service who taught many of us at DTCC.

MEMORIAL TRIBUTE: DR. FRANCIS H. RICHARDSON, JR.
It is with deep regret that Aetna Hose, Hook and Ladder Company recognizes the passing of Life Member Francis H. Richardson, Jr. on May 25, 2026 in Salt Lake City, UT. Frank leaves a lifetime legacy of public service and expertise he shared at the local, state, and national levels.

A graduate of Salesianum School, the University of Delaware, and Saint Joseph University in Philadelphia where he earned his PhD; Frank enlisted in the United States Army and served with the 1st Cavalry Division in Vietnam. His decorations include two Purple Hearts, a Bronze Star for valor, the Vietnam Service Medal with three campaign stars, and the Combat Infantry Badge.

His public service included membership in the Minquas Fire Company #1 of Newport where he served as a Captain and Assistant Chief, Aetna Hose, Hook and Ladder Company where he served as an Assistant Chief and Board of Director, receiving recognition of Life Member status. He also served with the Fairfax County (VA) Fire and Rescue Services and was also a member of the fire service in Hanover, PA.

Frank’s legacy as a fire service instructor included the Delaware State Fire School, Delaware Technical and Community College where he served as the Director of the Fire Technology program, Director of the Montgomery County (PA) Fire Academy, Director of the Utah Fire Academy, and as a Training Specialist with the U.S. Fire Administration at the National Fire Academy.

Frank had a love of sailing and held a U.S. Coast Guard Merchant Marine Officer license for sail and powered vessels up to 50 tons. He was a member of the sailing crew and educator on the Kalmar Nyckel.

A few notes from the Prez. Names of those who attended the recent WRFA Northern Division Breakfast/Meeting.

The WRFA wish to congratulate Ffr,Lewis Jeffries on his recent retirement from the WFD which took place on May 23, of this year.

Congratulation to all members of our association who had the honor of serving in our military on this upcoming Memorial Day.

The State of Delaware through the Delaware Volunteer Firefighter's Association is planning a 250th Anniversary of our Nation and the Fire Service Parade and Celebration in Dover, Delaware on Saturday May 30th 2026. All retired Wilmington Firefighters are invited and welcome to participate with the activities. Below is the timeline for the day:

1100 to 1400 Hours - Antique Fire Apparatus Display at The Green
1700 Hours - Fire Service Parade in Downtown Dover ending at The Green
1830 Hours - Memorial Service at the Firefighter's Memorial at The Green
1900 Hours - Celebration Concert at The Green
Dusk - Military Flyover at The Green
Dark - Fireworks Show at The Green

The Wilmington Fire Department has been requested to provide a Color Guard and lead the parade followed by any of our marchers/walkers and our support units and apparatus. The Governor's Office has received notification that the FDNY will be sending a small marching unit and they will be following us in the parade followed by the balance of the Delaware Fire Service by County and any other participants. Any retired Firefighters that would like to participate in the parade and march/walk or ride with the Wilmington Fire Department are invited and encouraged to do so.

There will be a designated reserved parking area at The Green for all of our personnel and we will have transportation available to transport our personnel from the parking area to the parade line up area near the Central Middle School. We are asking all parade participants to be at the line up area by 1600 Hours. We will have room in our support vehicles and apparatus for any retired Firefighters that would like to ride in the parade.

There will be food and beverages available at The Green throughout the day and evening and family members are welcome.

The Wilmington Retired Firefighters Association wish to express our sincerest condolences to the Borkowski Family on the sudden passing of their father Bob.
