🚨 UPDATE: BENNY’S LAW IS OFFICIAL 🐝
Today, Governor Laura Kelly signed HB 2479 into law.
Benny’s Bill is now Benny’s Law.
This moment would not be possible without the strength and courage of Benny and the Cannon family. Your voices made this change happen, and Kansas is better because of you.
We also want to thank Representative Ken Collins for carrying this legislation and standing up for Kansas children.
What is now law:
Benny’s Law (formerly HB 2412)
Increases penalties when young children, especially under age 6, are placed in dangerous situations. Kansas law now more clearly recognizes the vulnerability of very young children.
Electronic Monitoring for Domestic Violence
Requires courts to consider GPS monitoring with victim notification in certain cases, adding protection for victims before trial.
Blackmail and Deepfake Protections
Expands blackmail laws to include threats involving images, videos, and AI-generated content.
Privacy and Exploitation Protections
Strengthens penalties for recording or sharing private images, especially involving minors and digital manipulation.
Position of Authority Law
Clarifies that adults in positions of authority in schools, including volunteers age 21 and older, are prohibited from inappropriate relationships with students.
This package also honors the legacy of Representative John Resman, a strong voice for protecting victims and families.
Today is a win for accountability.
A win for prevention.
And most importantly, a win for Kansas children.
We will keep going. This is progress but the mission continues.
