What's the deal with Blueprint? The Blueprint for Maryland's Future is a massive education reform bill that was passed in 2021. The aim of the Blueprint is to support public schools so that all students have access to best instructional practices and learning opportunities that prepare them for college and career. It directs additional resources to students and schools where achievement is lower (students of lower socioeconomic status, students with special needs, and multilingual learners), and provides a pathway for educators' professional development through leadership training and mentorship. Unfortunately, the fiscal compliance components of the bill are not feasible for counties with fewer available resources to shift around (like Carroll). This has led to confusion, frustration, and the proposed elimination of many CCPS employees.
We know the intention of the Blueprint is to support every student to learn and succeed, but in its current form, CCPS will likely suffer. We have concerns about classroom safety, attracting/retaining quality educators, and unbalanced resources across the county.
We need to ask our elected officials to:
• Work to help revise components of the Blueprint - to increase flexibility and local oversight of how resources should be directed.
Continue to request that the state funds its fair share. Let them know we will continue to work for increased funding at the local level as well. We are in this together!
• They can do this by increasing per-pupil Foundation funding to give districts more discretionary spending, and decreasing the 75% "follow-the-student" funding requirement so that the district can direct resources to the schools and students that need them most, without removing necessary resources from others.
