As part of their mission to protect consumers and ensure stable, secure markets, state insurance regulators regularly work with their international counterparts.

Day #2 of the 2026 NAIC International Insurance Forum welcomed the International Association of Insurance Supervisors' leadership to discuss its current work and future outlook. There was also a timely discussion with representatives from the World Bank Group, AXA, and Flood Re on best practices to close nat cat protection gaps and improve resiliency efforts worldwide.

A special highlight of the event came when Virginia Insurance Commissioner and NAIC President Scott White, who also serves as a vice chair of the IAIS Executive Committee, honored outgoing IAIS Secretary General Jonathan Dixon for his nearly decade-long leadership of the IAIS.

The U.S. state-based system of insurance regulation serves as the gold standard for coordination and collaboration both here at home and abroad.

That leadership is on full display as we host our 2026 NAIC International Insurance Forum in our nation's capital.

After Virginia Insurance Commissioner and NAIC President Scott White got our first day underway with a keynote address this morning, our packed agenda explored topics including consumer education, closing protection gaps, political risk and uncertainty, cybersecurity, the changing nature of business models and investments, the microinsurance landscape, reducing health risk through technology, and more.

The Forum's solutions-focused dialogue not only helps provide a picture of the challenges and opportunities facing the insurance sector, but it also empowers attendees as they work to make a difference.

Members of the NAIC met today with U.S. Treasury Secretary Scott Bessent to share perspectives on the intersection of private credit and insurance and provide insight into state insurance regulators’ oversight of insurers’ risk management and investment practices, as states continue working to guarantee insurers can keep their promises to policyholders.

“As markets rapidly evolve, the U.S. state-based system of insurance regulation continues to lead,” said Rhode Island Department of Business Regulation Director and NAIC President-Elect Elizabeth Dwyer. “We appreciated the opportunity to meet with Secretary Bessent and share how state insurance regulators are leveraging effective oversight and enhancing risk-mitigation frameworks to promote stable markets and deliver strong outcomes for consumers.”

“This Administration is a strong supporter of the state-based system of insurance regulation and supervision, and I appreciate the work that each of you do every day in your states to protect American consumers. Like all of you, my team at Treasury is monitoring the transformation of the U.S. life insurance industry and trends in private credit. This morning, Virginia Insurance Commissioner and NAIC President Scott White welcomed attendees to the 2026 .

After celebrating its 20th anniversary in 2025, the National Association of Insurance Commissioners' (NAIC) International Fellows Program is kicking off its 2026 virtual spring session today. More than 200 insurance regulators from 42 jurisdictions will participate in the spring program, which runs through May 8. Both numbers are records for the spring session.
