USPS recently clarified that a postmark is based on when mail is processed; not when it’s dropped off. In New York, a ballot must be postmarked by Election Day in order to count. If passed in two consecutive sessions, the matter will go to to voters statewide that year.

An amendment would give state lawmakers power to draw new House maps for 2028.
