We believe that we can speak on behalf of many animal rescuers that it is always difficult to turn the other cheek when resources are scarce for animals in need. CARES founder Marie Victa-Chua and her team agreed, and decided that it was time to take action and create an organization that can at least fill the gaps in our backyard and beyond: Vallejo and Solano County, California.
