This Thursday, June 18, the Valle Crucis Community Council will consider proposed bylaw amendments that were passed at our last meeting. The proposed changes focus on adding properties to the Valle Crucis Planning Area.
The proposed amendments are pasted below. This language would replace Article II of the current bylaws
We had a very productive discussion last month to come up with these proposed amendments, and we would like to continue this as a collaborative effort. We can pass these as is, make amendments, or continue to discuss.

Article II - Area
Section 1. Any contiguous property or properties may be added to the primary boundaries of the Valle Crucis Planning Area by petition of the property owner(s) under guidance of Article II Section 3, with the consent of the Community Council and the approval of the County Commissioners, so long as those properties are not contained within the boundaries of another planning area. Once added to the planning area, the properties will remain a part of the planning area in perpetuity.
Section 2. Any non-contiguous property or properties may be added to the Valle Crucis Planning Area as a satellite planning area by petition of the property owner(s) under guidance of Article II Section 3, with the consent of the Community Council and the approval of the County Commissioners, and if the following requirements are met:
Proximity: The proposed satellite planning area must fall entirely or partially within the area enclosed by straight lines drawn between the outermost points of the primary boundaries of the Valle Crucis Planning Area.
Relative Location: No point on the proposed parcel may be within the boundary of another planning area.
These requirements ensure that the satellite area is reasonably related to the existing planning area and maintains geographic coherence. Once added to the planning area, the satellite planning area(s) will remain a part of the planning area in perpetuity.
Section 3. The process for petitioning the Valle Crucis Community Council for the addition of properties to the Valle Crucis Planning Area is as follows:
Petition Submission Requirements:
Property owners seeking to add their property to the Valle Crucis Planning Area as a contiguous or non-contiguous parcel must submit a written petition that includes:
-The property owner’s full name(s), contact information, and parcel ID(s).
-An optional brief personal statement explaining why they seek to join the planning area.
-For contiguous properties, the petition must be signed by all property owners.
-For non-contiguous properties, the petition must be signed by all property owners and meet the requirements of Section 2.
Submission and Review Schedule:
The Community Council will review petitions for area additions once per calendar year, typically at its regular meeting in June.
Petitions must be submitted at least 30 days prior to the designated review meeting.
At the designated meeting, the Community Council will consider the petition(s) against criteria and vote on recommending forwarding petition(s) to the Board of Commissioners for consideration.
The Board of Commissioners is expected to consider the recommendation in a timely manner.
The Community Council will inform applicants of any decisions and will announce any planning area changes at its annual meeting.
