Midwifery care is proven to reduce the chances of death for both moms and infants during birth. So, access is particularly crucial for those living in rural areas far from hospitals and for Black people, who are three times more likely to die of a pregnancy-related cause than their white counterparts.

All U.S. states provide Medicaid coverage for midwifery, but an inconsistent, tangled web of regulations limit the kinds of choices people can make about how, where, and with whom they want to give birth.

All pregnant people deserve maternal health care that respects their right to informed consent and refusal. Unfortunately, experiences with coercion, discrimination, and violations of bodily autonomy during labor and birth are far too common, especially among Black women.
Stronger legal protections are needed to prevent and address violations of reproductive autonomy. It should be clear to patients, health care providers, and the government that an individualโ€™s informed decisions about their pregnancy and birth care must not be overridden.

We all know medical care is way too expensive in the U.S. Most low-income folks who have health insurance have it through the government-funded Medicaid program.

But currently, only half of states in the country provide Medicaid coverage of doula servicesโ€”non-medical physical, emotional, and informational support during pregnancy, delivery, and postpartum shown to improve birth outcomes. Medicaid coverage of midwifery care in birth centers and home settings is largely dependent on where you live. And while most states have voluntarily extended Medicaid coverage to 12 months postpartum to address complications that develop in the months following delivery, with the Trump administrationโ€™s massive cuts to Medicaid looming, itโ€™s more critical than ever that we protect this lifesaving coverage.

Maternal Mortality Review Committees (MMRCs) are state-level committees that closely study the deaths of people who died during, or within a year of, their pregnancy.

MMRCs work to fully understand the circumstances surrounding each death, determine if the death was related to the pregnancy, and develop recommendations to prevent similar deaths in the future.

Let us be clear, doulas are NOT responsible nor fully capable of fixing the systemic issues leading to significant and inappropriate disparities in care.

The fact that this article is from 2020 and we are STILL facing significant disparities shows how deeply rooted these issues are.

However, as doulas, we can improve outcomes for each family we serve. Even in a high risk medical birth, doulas offer continous support to help parents feel safer and more supported.

Many doulas also participate in Black Maternal Health Week, local and federal advocacy, awareness campaigns, etc.

It is currently Black Maternal Health Week. An important week to highlight disparities, celebrate those doing the work, and continue pushing for change to end inappropriate disparities.

Protecting our childrenโ€™s health must always come before profitโ€”and thatโ€™s exactly why Mom Congress supports efforts like HR 792, introduced by State Representative Yolonda Morris in partnership with the Illinois Educators Alliance.

Kid-friendly v**e products are being designed, marketed, and distributed in ways that make them dangerously appealing to young people. Flavored packaging, bright colors, and easy access are not accidentsโ€”they are strategies. And the consequences are showing up in our schools, our homes, and our healthcare systems.

HR 792 takes a commonsense, coordinated approach:
It calls for stronger inspections, real accountability for manufacturers and retailers, and better collaboration between public health leaders, schools, and law enforcement to keep these harmful products out of childrenโ€™s hands.

At Mom Congress, we understand that protecting maternal and child health doesnโ€™t stop at birthโ€”it extends into every environment where our children grow, learn, and develop. Exposure to ni****ne and other harmful substances at a young age can have lifelong consequences, impacting brain development, mental health, and overall well-being.

This is about prevention.

Congresswoman Nikema Williams Leads Introduction of the Bipartisan, Bicameral Tech to Save Moms Act


WASHINGTON โ€“ Today, Congresswoman Nikema Williams (GA-05) led the introduction of the Tech to Save Moms Act, bipartisan legislation to support the use of technology to help close the gap in maternal health care and address the racial and ethnic disparities in maternal mortality outcomes. Rep. Lauren Underwood(IL-14), Congresswoman Ashley Hinson (IA-02), and Rep. Dave Joyce (OH-14) are co-leading the introduction of the Tech to Save Moms Act. Senator Ben Ray Lujรกn and Senator Dan Sullivan introduced companion legislation in the Senate.

The Tech to Save Moms Act is based on recommendations from the Centers for Medicare and Medicaid Services (CMS) to leverage the use of telehealth to improve maternal health outcomes, including expanding remote patient monitoring and promoting virtual training and capacity building models. Digital tools are not the only solution to Americaโ€™s maternal health crisis, but they can play an important role in addressing specific challenges facing patients and providers, particularly in underserved areas.

Congresswoman Nikema Williams (GA-05) said:

โ€œToo many moms die when basic healthcare is inaccessible for them. Moms in Georgiaโ€”especially Black momsโ€”know how hard it can be to get the care we need. Itโ€™s partly to blame for Georgia having the worst maternal mortality crisis in the country. The Tech to Save Moms Act will take an important step to put healthcare technology within reach for moms and moms to be, helping the entire family spend more time together.โ€

โ€œInnovative technology can play an important role in solving our countryโ€™s maternal health crisis, and we must use every tool at our disposal to help moms get access to the health care they need and deserve both during and after pregnancy.โ€ said Underwood. โ€œIโ€™m proud to join Representatives Nikema Williams, Ashley Hinson, and Dave Joyce to introduce the bipartisan Tech to Save Moms Act, a key part of the Momnibus that will make strong investments in effective digital tools and help save momsโ€™ lives.โ€

"Too many moms are still struggling to access the health care they need, especially in rural areas. We should be using all available tools and technologies to make pregnancy and postpartum care safer, easier to access, and better for moms everywhere. Iโ€™m so proud to help reintroduce bipartisan legislation that would strengthen care, support providers, and improve outcomes for moms and babies.โ€ โ€” Congresswoman Ashley Hinson

โ€œTelehealth is an incredibly useful tool for increasing access to care, especially in rural communities,โ€ said Congressman Joyce. โ€œIn too many of our stateโ€™s rural counties, expectant mothers face limited access to obstetric care and too few places to deliver safely and close to home. We need to use every tool available to close these gaps and improve maternal health outcomes, including expanding remote patient monitoring to strengthen care, provide peace of mind to expecting and new mothers, and improve outcomes in underserved areas. I want to thank Representatives Williams, Underwood, and Hinson for their leadership and advocacy on this critical issue.โ€

The Tech to Save Moms Act will:

Require the Center for Medicare & Medicaid Innovation to consider models that improve the integration of telehealth services in maternal health care.

Authorize funding for technology-enabled collaborative learning and capacity building models that will develop and disseminate instructional programming and training for maternity care providers in rural and underserved areas, covering topics such as:

Safety and quality improvement.

Addressing maternal mental and behavioral health conditions.

Identifying social determinants of health risks in the prenatal and postpartum periods.

Establish a grant program to promote digital tools designed to improve maternal health outcomes, particularly in rural and underserved communities.

Commission a comprehensive study on the use of technology in maternity care to reduce maternal mortality, morbidity, and disparities
