🚨Project Beacon Deserves Same Urgency Gov. Healey Is Seeking for Smaller RARE Expansion

📢Project Beacon would add four times as much natural gas capacity, but Governor has yet to commit her support

BOSTON – The Massachusetts Fiscal Alliance responded to Governor Maura Healey’s letter urging the Trump administration to speed federal review of the Algonquin pipeline’s RARE expansion, pointing out that the Governor is weighing in on a smaller project already moving through the regulatory process while remaining silent on the much larger proposed Project Beacon expansion.

“Governor Healey seems to have finally discovered that more natural gas supply is good for Massachusetts ratepayers. So where is that support for the much larger Project Beacon?” said Paul Diego Craney, Executive Director of the Massachusetts Fiscal Alliance. “The project she is pushing Washington to accelerate would increase Algonquin capacity by about 2 percent. Project Beacon would increase it by roughly 10 percent. If more natural gas means lower costs, why stop at 2 percent?”

The RARE project would add approximately 75 million cubic feet per day of natural gas capacity to the Algonquin system. The project is already advancing through the regulatory process, with FERC beginning its pre-filing environmental review earlier this year. Project Beacon, by comparison, proposes adding 300 million cubic feet per day, approximately four times as much additional capacity.

Last week, the Fiscal Alliance Foundation released a study by Always On Energy Research estimating that Project Beacon could save Massachusetts ratepayers an average of $367 million per winter across natural gas and electricity costs. The study estimates the project could increase Algonquin transmission capacity by roughly 10 percent and provide approximately $76 in net winter savings for a typical gas-heated household.

MassFiscal is calling on Governor Healey to publicly state whether she supports Project Beacon and explain whether she believes the larger 300 MMcf/d expansion should receive the same urgency she is now requesting for RARE.

“Governor Healey has now made the case that additional natural gas supply can lower costs and deserves urgent federal attention,” said Craney. “MassFiscal is calling on her to tell Massachusetts ratepayers plainly whether she supports Project Beacon’s 300 MMcf/d expansion. If she does not, she should explain why a project four times larger does not merit the same consideration.”

Ranked Choice Voting (RCV) is bad for Massachusetts and bad for democracy. The RCV ballot question was defeated in 2020 but the threat continues.

MassFiscal recently welcomed Kim Strassel to Boston for our special event, alongside Americans for Prosperity.

Executive Director Paul Craney spoke with Kim about RCV's impact in her home state of Alaska and our ongoing efforts to educate the public on the problems associated with RCV and defend the will of the voters who soundly rejected the ballot question.

Now that Governor Maura Healey has backed Mike Minogue's position on the gas tax, which of Minogue's policies would you like to see Healey adopt next?

How about repealing the net zero mandates?

If Governor Healey believes Massachusetts families cannot afford another 24 cents at the pump today, she should be willing to take the same hard look at every state mandate driving up the cost of keeping the lights on and heating our homes.

Gov. Healey Should Suspend Costly Climate Mandates Along with Gas Tax

BOSTON – The Massachusetts Fiscal Alliance responded Tuesday to Governor Maura Healey’s announcement that she will file legislation temporarily suspending Massachusetts’ 24-cent-per-gallon gas tax for two months as gasoline prices rise. Healey attributed the recent increase at the pump to the war with Iran and federal energy policy.

“Governor Healey is right about one thing: Massachusetts families need relief from high energy costs. Suspending the gas tax recognizes that government-imposed costs matter when families are struggling to afford energy, but that same principle should apply to the multiple costly climate and energy mandates imposed by Beacon Hill,” said Paul Diego Craney, Executive Director of the Massachusetts Fiscal Alliance.

Massachusetts families and businesses already face some of the highest energy costs in the country. Yet state government continues to pursue energy and climate mandates that add costs for ratepayers, even as affordability has become an increasingly serious concern across the Commonwealth.

At the same time, the Healey administration continues pursuing its broader Net Zero agenda, which calls for major changes to how Massachusetts generates electricity, heats homes, powers transportation, and uses fossil fuels. The administration has still not publicly released the comprehensive economic analysis of the investment needed to meet the Commonwealth’s 2050 climate mandates that former Climate Chief Melissa Hoffer identified as a priority.

“A two-month gas tax holiday is temporary relief that’s clearly an election ploy, insulting the intelligence of Massachusetts voters. The big picture costs of Massachusetts’ energy mandates appears on utility bills month after month and year after year,” said Craney. “If Governor Healey believes Massachusetts families cannot afford another 24 cents at the pump today, she should be willing to take the same hard look at every state mandate driving up the cost of keeping the lights on and heating our homes.”

“Massachusetts does not need two months of energy affordability. It needs an energy policy built around affordability every month of the year,” concluded Craney.

MassFiscal is urging a YES vote on Question 5.

Question 5 would change the way Massachusetts’ Chapter 62F tax refund law works, making automatic taxpayer rebates more frequent.

Tufts’ Center for State Policy Analysis estimates Question 5 could trigger refunds 2–4 times as often and return 2–7 times as much money to taxpayers, averaging roughly $200–$250 per year across refund and non-refund years.

Paul Craney explains what Question 5 would mean for Chapter 62F, taxpayer refunds, and why MassFiscal believes more of that money should be returned to the people who earned it.

Every tax cut, and every tax rebate, is a pay raise!

We went looking for answers on the cost of Massachusetts’ Net Zero mandates. We got a tour of the State House instead.

Climate Chief Melissa Hoffer made an economic analysis of the investment needed to meet Massachusetts’ 2050 climate mandates her No. 1 recommendation, with a target of completing it by the end of 2024. More than a year after that deadline, the analysis still has not been made public.

Now Hoffer is preparing to leave the Healey administration for a new job in Vermont.

So we went looking for Governor Healey and her Climate Chief to ask a pretty basic question: When are Massachusetts taxpayers going to see what Net Zero is actually expected to cost?

Can you guess what happened? 👀
