Norfolk is a core city in the Hampton Roads metropolitan area — and Hampton Roads operates one of the most active regional enforcement task forces in Virginia. On January 30 and 31 of this year, the Hampton Roads Human Trafficking Task Force — a multi-agency operation including the Virginia Beach Police Department's Special Investigations Bureau, the Naval Criminal Investigative Service, and Virginia State Police — conducted a two-day enforcement operation across the region. That operation identified multiple victims and led to felony charges that specifically involved minors: use of communication devices to commit crimes against children, recruiting a minor for prostitution, and soliciting a minor. Norfolk Police Department is a documented partner agency in this regional task force structure. Separately, a local investigative news team reviewed NCMEC data and found Norfolk carried nearly 70 open missing children's cases — one of the highest totals of any city in Virginia — flagging documented concerns about the pace of response for missing minors in this city. Virginia has had close to 500 active missing children investigations statewide, placing it among the nation's leading states for open missing child cases.
