The primary goal - To protect and stabilize the character of the neighborhood and encourage an environment compatible for family living.

Agenda for BCNA Annual Meeting, Thursday, April 2, 2026, Bear Canyon Library (5:00-6:30 pm)

Dear BCNA Members,

As announced in my February 27, 2026, email, BCNA will hold its Annual Meeting on Thursday, April 2, 2026, at the Bear Canyon Library, from 5:00-6:30 pm.

As stated in the BCNA ByLaws, the purpose of the Annual Meeting is "to nominate and elect officers of the Board of Directors, address all other agenda items, and to provide updates to membership." The Annual Meeting is normally scheduled for the first Thursday of October. However, we were unable to meet then due to the challenging number of items affecting BCNA being worked by a small number of volunteers at that time. In short, BCNA does not have a Board of Directors at present and has only two officers--me as President and John Lockwood as Vice President. We will need to address those points as part of the annual meeting.

The Agenda for the Annual Meeting is as follows:

Provide Introduction.

What is the purpose (Mission Statement) of BCNA as stated in the ByLaws?

What is the purpose of the Annual Meeting as stated in the ByLaws?

How is BCNA organized?

Present Annual Report.

Describe key challenges facing BCNA (related to flooding and developers push for higher density development within BCNA).
Briefly summarize activities of the past 18 months (e.g., Casita Village and the 24 conditions, Circle K activities (including concerns about underground fuel storage tanks), Mr. Car Wash plans, etc.).

Discuss BCNA's major challenges and what the potential next steps are for BCNA? (Discussion)

Review BCNP and ByLaws--do they need updating? (Discussion)

Discuss the of the Board of Directors--how do we move forward? (Discussion)

Explore BCNA 501-C-3 status--is it needed? (Discussion)

Encourage each BCNA member to take actions that will have an impact on the City. (Discussion)

Nominate and elect new BCNA officers.

These items could easily swamp our hour and a half meeting time. So I plan to address some of these items quickly to get a sense of attendee views and then defer further action to a small group of volunteers to propose a plan for future BCNA action.

Dear BCNA Members,

I will provide you a full recommended agenda for the annual meeting next week after I confer with John and a few other leaders in the 12 neighborhoods within BCNA listed in our BYLAWS:

I ask the current leaders of the above 12 communities to reach out to me. I want to ensure the concerns of all 12 communities are properly addressed by BCNA.

Before I close, I encourage you to "read up" on the Regional Transportation Authority (RTA) sample ballot & publicity pamphlet mailed to all Pima County residents. This is another mail-in ballot process being run by Pima County. Ballots have already been sent and are being accepted at ballot drop-off locations within the City. The election date "closes" on March 10. The results of this election will have a big impact on BCNA, especially construction plans for Houghton Road near the Tanque Verde Road intersection. Please vote and make your voice heard!

Neighborhood Leaders, Friends and Active Residents,

There is an important election coming soon.

RTA Next, the extension of the current Regional Transportation Authority, will be the subject of this special election.

Key dates to remember:

Monday, February 9th - last day to register to vote
Wednesday, February 11th - early ballots are mailed
Friday, February 27th - last day to request a Mail Ballot
Tuesday, March 10th - election day
Two Propositions will be on the ballot

Proposition 418 will ask voters to approve RTA Next (includes the proposed projects)
Proposition 419 will ask voters to approve the Sales Tax to continue to fund RTA Next

We hope the following information will help you as you consider your vote.

1. Potholes and Neighborhood Streets: RTA Next will NOT be used for repair of local streets as state statues prohibit the use of RTA funds for repairing neighborhood streets.

2. "Pavement Revitalization": You may see this term being used to imply street repair. However, "revitalization" targets arterial and collector roads, many of which are on the perimeter of the city. A mere 7% of the total RTA Next funds will go toward "revitalization". You can find a map of the proposed projects at https://rtanext.com/wp-content/docs/next/RTA-Next-Ballot-ROADWAY.pdf. You will notice that a number of the roads on that map include projects that are part of the original RTA that were never funded.

3. Funding Sources: Tucson contributed the majority of the funding for the current RTA, with estimates ranging from 55% to 65% of the collected revenues. It is estimated that Tucson will provide 2/3 of the funding for RTA Next, so Tucson will again be subsidizing cities that have newer infrastructure, while many of our roads will not be repaired. Although Tucson generates more than half of RTA revenues, the city will continue to have only one vote on the RTA Next Board.

4. Fare-Free Bus Service: Tucson provides fare-free service to Tucson residents, as well as Marana, Oro Valley, Green Valley, Ajo, etc. In 2020, Tucson utilized ARPA (COVID relief funds) to begin fare-free service. Those funds are now gone, so Tucson relies on money from our General Fund, plus some money from the RTA, to continue this service. In a page taken out of our President's playbook, the city is threatening to reduce evening and weekend service if RTA Next does not pass. Rather than consider re-instituting fares for those who can afford it, some on this M/C would prefer to throw the under-served working poor under the proverbial bus.
