None of the surveys mattered. It came down to whether or not the land use change request was consistent with the area and that answer was a no. Tampa City Council denied the request for the land use change. So, no development for now... I did learn from this though so we take this and do better and campaign based on the facts. Deep breath - I gain more and more knowledge with each campaign so grateful for rhe experience and so VERY APPRECIATIVE for ALL of YOU!!

⚖️ Florida law does not require human remains to be uncovered before an unmarked burial location matters.

Florida Statute §872.05 includes locations where human remains are believed to exist based on archaeological or historical evidence.

Showmen’s Rest has documented cemetery history and unresolved archaeological uncertainty. Waiting until a burial is physically disturbed is not responsible planning—it is irreversible damage.

Protect Showmen’s Rest now. Keep it Public/Semi-Public.

Added fill covered the historic ground surface. Some areas were inaccessible. And the report expressly warns that the absence of an identifiable GPR signature does not prove that a burial is absent.

Those are the report’s documented limitations—not speculation.

City Council cannot honestly declare the entire parcel clear when the entire parcel was not successfully investigated.

In 1971, the Greater Tampa Showmen’s Association purchased land from the City of Tampa to expand its cemetery.

In 1972, it formed Showmen’s Rest, Inc. to provide cemetery accommodations and fund the purchase, care and perpetual maintenance of the cemetery.

In 1976, the recorded deed identified the property as—using its exact spelling—“Cemetary – City of Tampa.”

The deeds and founding documents tell one consistent story. City Council cannot honestly pretend this property’s cemetery history is ambiguous.

🚨 The parcel’s history did not change when its ownership changed.

In March 2026, Showmen’s Rest, Inc. transferred it to WASP211, LLC by quitclaim deed for $100. A new owner and a new development proposal cannot erase Woodlawn Cemetery, its Potter’s Field history or the 1976 public record identifying the property as “Cemetary – City of Tampa.”

The ownership changed. The documented history did not.
