Earlier this year, we actively collaborated with community activists to evaluate 24 candidates across three (3) county races. We critically examined their positions on the environment, technological support for monitoring, and harmful developments.

We acknowledge the 15 candidates who responded; their engagement is appreciated. However, 9 candidates chose to remain silent on issues vital to our health and future. Their lack of participation is unacceptable, given the importance of these issues to our communities.

We have partnered with our community partners to conduct a survey on candidates running for Fort Bend County Judge, Pct. 2 & 4 Commissioners.


We will have the information ready for your reference before Early Voting. Be sure to visit us for more details.

UPDATE: Our Candidates Survey 2026, for the Primary Election for Fort Bend County Judge and Pct. 2 & 4 Commissioners, was sent to all candidates in the respective races on 1.27.2026.

They have till Thursday, 2/05/2026 to return it to us. Their responses will be published the following week, before Early Voting begins on February 17th, 2026. Remember Primary Voting Day is March 3rd, 2026.

📣🚨SUGAR LAND RESIDENTS ARE CALLING FOR TRANSPARENCY AND ACCOUNTABILITY NOW!

❓Why are Key Performance Indicators (KPIs) missing from all the departments in the budgets?
❓Why are headcounts by department missing from the proposed budgets?
❓Have you recently encouraged your elected officials to hold the city administration team accountable?
❓What does City Manager Mike Goodrum tell them in response?

Year after year, Rosenberg provides basic information in its proposed budgets, making it easier for taxpayers to track the organization’s progress.

❌But not Sugar Land!

We selected the following Rosenberg departments to demonstrate the transparency, convenience, and accessibility of information that we deserve but are currently lacking in Sugar Land budgets.

•Rosenberg Communications Department
•Rosenberg Animal Control
•Rosenberg Police Department

At a glance, the display of annual performance indicators along with future goals ensures that taxpayers are informed of the department's strategic objectives. By clearly presenting KPIs, Rosenberg not only highlights areas of success but also identifies opportunities for improvement, enabling better decision-making. This approach is a common business practice that fosters a culture of accountability and continuous improvement, encouraging departments to strive for excellence and meet their goals.

❌But not in Sugar Land!

Transparency and communication are essential for building trust between the city government and its residents. When KPIs are not shared, it can lead to misunderstandings or a lack of confidence in the administration's efforts. Therefore, it is important for city managers to focus on openness and dialogue, sharing both achievements and challenges, to engage and involve the community in the city's development journey.

Hope this helps.

Complaining about inhumane conditions, abuses, or violations of law at shelters is a constitutionally protected right. A volunteer, rescuer, or any other member of the public not only has the First Amendment right to speak out against abuses and violations of law committed by a government shelter, he or she also has a constitutionally protected right to demand that the government correct the wrongs that are identified.

Does it apply in every state?
​Yes. The First Amendment is a federal constitutional right and 42 USC 1983, the applicable civil rights statute, is federal law. It applies in all 50 states.

Does that include the right to take photos & video?
Yes. Banning photography and video in public areas of the shelter limits free speech. The taking of a photograph or video is included with the First Amendment’s guarantee of speech and press rights as a corollary of the right to disseminate the resulting recording. Videotaping and capturing images of poor shelter conditions or neglected animals are indistinguishable from ‘commenting’ or ‘speaking out’ on such conditions. Volunteers, rescuers, and members of the public have a right to document things they believe are improper. They can also take photographs and videotape to assist in finding animals homes.

Does it apply to private humane societies & SPCAs?
Keeping in mind that the protections of the First Amendment protect against government intrusion, so long as they receive funding to provide a government function (i.e., animal control contract), Sec. 1983 has been held to apply to both government shelters and private SPCAs.

What should you do if your rights are violated?
Find legal representation by contacting your state ACLU office, Legal Aid office, and utilizing the attorney referral program of your state bar association. If you choose not to pursue this legally, you can seek to reform the shelter through political advocacy.
